Duties Main tasks and accountabilities

• Responsible for setting/improving standards/processes for programme delivery in Uzbekistan
• Responsible for forecasting and planning of project expenditure on the monthly and quarterly bases
• Responsible for setting up a record-keeping information management system and making sure all project documentation is properly filed electronically
• Responsible for monitoring project progress against set deadlines, deliverables and work plan objectives (regular meetings with the Programme Director and Senior Programme Manager)
• Accountable for the contractual obligations of all consultants engaged within the programme (track days planned/recorded for the project against time paid and report variance; track agreed outputs, payments to experts, etc.)
• Oversees and guides the work of experts
• Responsible for monitoring the implementation of country specific plans
• Responsible for the programme's monthly/quarterly annual/progress reporting
• Responsible for monitoring project budget utilisation
• Consulted on programme planning
• Consulted on programme product development
• Responsible for risk identification and risk register at the country level
• Responsible for compliance management
• Reports on all aspects of project implementation to the Senior Programme Manager regularly

Minimum/essential
• Experience of managing projects from start to finish and familiarity with project life-cycles.
• Understanding of procurement, evaluation and reporting requirements of projects.
• Proven experience of managing project finances.
• Experience of managing stakeholders
• More than 2 years working in project or programme management.
• Experience of using technology in project delivery.
• Good understanding and experience of supporting monitoring and evaluation.
• Experience of working in the education sector in Uzbekistan

• Project management qualification
• Experience of working with international donors

Language Requirements
The British Council systems and global processes operate in English. Written and verbal proficiency in English is required.
At least C1 local language (spoken in the countries that you are applying to work in).

Education
Academic background with a bachelor's or/and a master's degree, preferably in Project Management, Organisational Sciences, Economics, Business or Education.

Professional Qualification and Certification
Foundation-level Project Management qualification (in-house training or evidence of CPD in this area could be considered) is an asset.

Contract type: Service-provider/consultancy contract

The monthly consultancy fee for this post is USD 1,465.00 paid in local currency, based on a full-time position (37.5 hours per week).

Consultants are responsible for providing a tax registration number/statement issued by the tax authorities for individual entrepreneurs where applicable and are responsible for paying any taxes and Social Fund payments due.

*Consultancy contract will be offered until 31 March 2026*

About the programme
The project Accelerating English Language Learning in Central Asia focuses on the improvement of the quality of Initial English Language Teacher Education (IELTE) across the region, the modernisation of the Continuing Professional Development (CPD) policies and practices, and promotion of inclusive educational practices and policies across the education system. The aim of the project is for English language teachers in Uzbekistan, Kazakhstan, Tajikistan, Kyrgyzstan and Turkmenistan, to become more effective in teaching English at all levels. This should ultimately boost student attainment and result in more inclusive educational systems, driving improved student attainment and contributing significantly to the development of human capital and economic growth in Central Asian countries.

Role Purpose
Implementation of projects funded by the British Council or by another client or funding mechanism. Leads the successful delivery of a range of projects from start to finish including managing the contract or project plan, managing client or internal stakeholders, successfully achieving reporting and meeting compliance standards. Or works within a larger programme or multi-country programme on a particular component.
