Background:
1. The OSCE Project Co-ordinator in Uzbekistan (PCUz) is mandated to assist the Host Country in its efforts to ensure security and stability, including the fight against terrorism, violent extremism, drug trafficking, and other threats; to support the country's socio-economic and civil society development; to help protect the country's environment; and to assist the government in the implementation of its commitments taken within the OSCE framework, including those related to the development of civil society. The Co-ordinator's activities are carried out on the basis of jointly developed programmes and projects.
2. The incumbent is assigned to the Politico-Military Dimension (PMD), which encompasses assistance in addressing transnational threats, including preventing and countering VERLT, promoting cyber/ICT security, combating cybercrime, strengthening security sector governance, and ensuring sustainable and democratic community policing. Along with other dimensions, PMD, in consultation and co-operation with the Government of Uzbekistan, develops projects and activities aimed at assisting the Government of Uzbekistan in meeting its OSCE commitments through roundtables, conferences, training and other capacity-building efforts.
Tasks and Responsibilities:
Under the overall supervision of the PMD Senior Project Officer, the successful candidate will be tasked with the following duties:
1. Assists in organizing conferences, roundtables, workshops and other events by liaising with counterparts; compiles agendas and background material; co-ordinates closely with implementing partners as required; drafts correspondence, reports, evaluations, talking points, press releases, news items and social media postings in English and, as required, in local languages; translates documents to and from English, Uzbek and Russian. 2. Proactively co-ordinates with relevant PCUz units, particularly Procurement, Finance and Human Resources, and renders administrative support; arranges the procurement of services and support materials; and administers travel for the unit staff and sponsored travellers. 3. Monitors implementation of projects, through review of financial and programmatic reports and project deliverables; produces relevant project reports and provides suggestions on how to improve performance. 4. Arranges programme meetings, including booking venues, preparing and conveying draft minutes to participants, and receiving feedback. 5. Maintains and updates files of reports, correspondence and other relevant material; keeps records of reports received; classifies and codes materials being filed. 6. Undertakes research on ongoing issues in Uzbekistan in the area of transnational threats and security from all available sources, contacting relevant bodies to identify information relevant for all and follows relevant issues on a daily basis; communicates and co-ordinates internally in all matters related to the PMD, with all PCUz units, and externally, with CSOs, NGOs, local and central governmental institutions, international organizations, and relevant OSCE Secretariat units and missions as requested by the supervisor. |

Professional requirements |
Education: • Completed secondary education, as well as specialized training in humanities (law, human rights, etc.) and/or formal training in administration, accounting and project management. For posts in the General Service category, a university degree may be considered as a substitute for one year of work experience, and a second-level university degree for two years of work experience;
Experience and knowledge/skills: • A minimum of five years' experience in project management or programme administration, preferably in an international environment. • Experience in project planning, implementation and reporting • Ability to conduct research and collect information from a variety of sources • Computer literate with experience in Word, Excel, PowerPoint, etc. Experience with an ERP software is an asset.
Languages: • Excellent oral and written communication skills in English, Russian and Uzbek. |

Monthly remuneration, subject to social security deduction, is USD 1 128.00 as per the relevant OSCE salary scale. Appointment is normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions. |
