Duties |
• Providing technical / engineering support to the PIU manager to ensure quality, efficient and effective planning, development and implementation of project-financed investments. • Technical support and guidance for developing the assessment and implementation of institutional support activities - towards improving utility and construction service delivery and operational performance. • As required, assist in coordinating all planning, engineering, procurement, construction, commissioning, and operation of project activities. • Review engineering projects, progress reports and other results by the Contractors / Consultants involved in the projects, and provide comments, suggestions as needed; • Assist Regional Engineers onsite technical issues as needed to coordinate with other government agencies and provide documentation and responses to obtain all necessary approvals during the planning, design, procurement and implementation phases of the project. • Analysis from a technical point of view of all procurement documents to ensure high quality design and presentation in accordance with relevant international standards and in accordance with all local legal requirements; • Carry out field inspections with regional engineers and attend field meetings as necessary for the successful completion of engineering design and construction work. • Verify that consultants and contractors adhere to contractual requirements and deliverables; • Participate in the development of technical specifications for the purchase of equipment, services and goods; • Participate in meetings of the Procurement Commission, and, if necessary, consult with members of the Procurement Commission on the process of selecting contractors; • Prepare input for PIU progress reports focusing on technical issues, progress, consultants' technical performance and potential risks to ensure that appropriate mitigation measures are taken. • Prepare materials on claims to suppliers and contractors in case of violation of their contractual obligations on the technical part. • Participate in ADB implementation support and oversight missions as required, and from time to time provide progress reports and technical reports as requested by the PIU leader and ADB team |

Professional requirements |
The candidate for this position must be a qualified engineer and must demonstrate experience in design and construction. He / she must have strong oral and written communication skills, work on similar projects and demonstrate knowledge of national standards. In particular, he / she must have the following minimum qualifications: • Bachelor's Degree in Civil or Transportation Engineering; a postgraduate degree in civil or transport construction would be an additional advantage; • Minimum ten years professional work experience as a civil engineer, including planning, design and construction of infrastructure. Work experience and knowledge of the development of the institutional sector, including the management / professionalization of public services, is considered an asset. Experience working on international donor funded projects is also an additional advantage. • Good computer skills, including knowledge of Microsoft Word, Excel, AutoCAD, Corel are required. • Fluency in Russian and Uzbek, English is also preferred. |
