| Duties | The project is designed to address the gender-specific barriers faced by women entrepreneurs in Uzbekistan, with a focus on improving access to resources, capacity building, mentorship, and advocacy for systemic change. The outcome of the project is to empower women entrepreneurs in Uzbekistan by enhancing their access to resources, the skills to sustainably grow their businesses, and advocating for policy reforms to create a gender-responsive entrepreneurial ecosystem. The project aims to significantly enhance the performance and growth of women-led SMEs by providing tailored business acceleration programs. These programs will improve business practices, increase access to financing, and equip women entrepreneurs with essential skills, such as financial literacy, business strategy development, and loan application procedures. The project will focus on developing a gender-sensitive capacity-building curriculum and a comprehensive mentoring framework that takes into account the unique challenges faced by women. This is expected to result in stronger, more resilient women-led businesses that are better positioned to access new markets and resources. Through the implementation of a robust mentorship program, the project will connect women entrepreneurs with experienced mentors who can provide personalized guidance. The mentorship will focus on strategic business growth, leadership skills, financial planning, and overcoming gender-specific barriers in entrepreneurship. By fostering a supportive peer network, the mentorship program will also help build long-term relationships among women entrepreneurs, strengthening their confidence and capacity for business leadership. Over time, this will contribute to increasing the number of women entrepreneurs successfully scaling their businesses and taking on leadership roles in Uzbekistan's economy. The project will also drive systemic change by improving the research, policy advocacy, and broader entrepreneurial ecosystem for women entrepreneurs. By conducting in-depth research on the needs of women-led businesses, including access to finance, markets, and resources, the project will provide evidence-based recommendations to policymakers and financial institutions. This will create a more supportive ecosystem for women entrepreneurs, resulting in improved access to finance, mentorship, and market opportunities. Duties and Responsibilities Under the direct supervision of Project Specialist and in close collaboration with relevant project partners, the Monitoring and Evaluation Analyst will be responsible for the implementation of activities aimed at establishing and maintaining M&E systems to assess the effectiveness and impact of the project's interventions, results-based reporting, and evaluation with appropriate institutional and governance system for the project and its results framework. The M&E Specialist will ensure that all project activities are systematically tracked, data is collected accurately, and the outcomes are measured against established indicators. The M&E Analyst will be focusing of the following tasks: • Planning, programming, and reporting on project; • Supporting the Management and Administration of projects and initiatives in Quantum; • Monitoring the results for project outcomes; • Support the development of quality programming and results management of the project; • Prepare work plan and annual delivery targets; • Establish a Monitoring & Evaluation system with appropriate institutional and governance system for the project in line with the existing framework and UN M&E requirements; • Based on the human security concept, provide necessary inputs in ensuring that the indicators developed to be used for the M&E system; • Provision of guidance and technical design assistance in the development of initiatives for funding; • Monitor the implementation of funded initiatives and project portfolio; • Liaise and coordinate with project managers and provide assistance when necessary; • Assist in project management and project budget monitoring; • Monitor the progress on agreed results framework and performance indicators; • Prepare monthly, annual and final consolidated narrative reports on the project, in accordance with the agreed results framework and respective indicators; • Conduct necessary monitoring and evaluation of the on-going initiatives in the pilot regions; • Provide necessary inputs in organizing the data flow, including data collection, analysis and producing reports for different audiences including government, donor, private sector; • Provide necessary inputs in reporting to the Government, UN Agencies and other partners and stakeholders; • Support the provision of substantive and operational support to the work of the Project Board, organize regular project board meetings of the project; • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization. Institutional Arrangement Under the direct supervision of Project Manager and in close collaboration with relevant project partners, the Monitoring and Evaluation Analyst will be responsible for the implementation of the project activities aimed at establishing and maintaining M&E systems. |

| Professional requirements | Education: • Master's degree in Business Administration, Economics, ICT, Digital Development, Data Management, Rural Development, Public Administration is required, OR; • Bachelor's degree in the areas mentioned above in combination with additional two years of qualifying experience will be given due consideration in lieu of Master´s degree. Experience: • Up to 2 years (with Master´s degree) or minimum 2 years (with Bachelor's degree) of relevant experience in project administration and implementation. Required Skills: • Strong financial and administrative skills, result and client-orientation, ability to work in a team. Desired Skills: • Proven expertise in designing M&E frameworks, data collection, and impact assessment; • Skilled in analyzing project performance, ensuring compliance, and optimizing results-based reporting for evidence-based decision-making; • Experienced in developing monitoring strategies, conducting evaluations, and advising project teams; • Strong in collaborating with governments, donors, and partners to enhance accountability and adaptive learning; • Proficient in quantitative and qualitative analysis, visualization tools, and digital M&E platforms; • Skilled in leveraging technology to track progress, generate insights, and improve project effectiveness; • Proficiency in the use of computer software applications particularly MS Excel; • Ability to work under pressure and with tight deadlines, ethics and honesty; • Ability to use information and communication technology as a tool and resource; • Experience in handling web-based management systems; • Ability to handle multiple tasks simultaneously and ability to prioritize; • Previous experience with UNDP or UN project is an asset. Required Languages: • Fluency in English and Uzbek. • Good command of Russian is desirable. Others: • Women candidates are strongly recommended to apply. |
