The Environmental Economist will collect and compile economic and environmental data required for the WEAP modeling framework, focusing on the valuation of ecosystem services, agricultural productivity, and operational costs of water infrastructure in the LADAB. An environmental economist will responsible for the following tasks: • Conduct monetary valuation of key ecosystem services (e.g., water purification, flood regulation, biodiversity). provided by deltaic lakes and wetlands. • Apply appropriate valuation methodologies (e.g., market-based, cost-benefit, contingent valuation, or replacement cost methods). |

Professional requirements |
Education: Advanced degree in Water Resource Management, Agricultural Economics, Environmental Science, or related fields. Experience: • Minimum 5 years of experience in economic data collection for water management or environmental projects. • Proven track record in working with stakeholders in data collection and analysis. • Excellent analytical, communication, and report-writing skills. • Preferably both practical field experiences and academic research Language: Knowledge of Russian and Uzbek languages is required; knowledge of English and Karakalpak languages is an asset. Competencies: • Proficiency in data collection tools and economic analysis. • Familiarity with the WEAP model and ecosystem service valuation. • Strong stakeholder engagement and report-writing skills. • Strong motivation and ability to work and deliver under short deadlines; • Ability to work independently and as part of a team; • Familiarity with government planning and budgeting processes strongly desired. The objective of the project is to enhance the resilience of the ecosystems and livelihoods in Lower Amudarya and Aral Sea Basin (LADAB) through land degradation neutrality (LDN) compatible integrated land-water management in the productive landscapes around PAs and KBAs/IBAs. The project structured within certain components and component 1 addresses unrationalized and unsustainable use of water resources, the negative impacts of which are exacerbated from climate change risks. The project will develop a collaborative framework for efficient water management involving multi-stakeholders' engagement, considering agriculture needs but also the necessary ecological flows needed for the preservation of lakes wetlands and riparian zones in the LADAB. The project aims to develop a comprehensive hydro-economic model using the Water Evaluation and Planning (WEAP) system to optimize water allocation among multiple users in the LADAB. The model relies on detailed economic and environmental data to evaluate how different water management scenarios affect agricultural productivity and ecosystem services. To support the development of the model, comprehensive data is needed on capital expenditures (CAPEX), operational expenditures (OPEX), water pricing, agricultural costs and revenues, and ecosystem service valuation in the LADAB region. This assignment seeks an experienced Environmental Economist for monetary valuation of key ecosystem services in the Amudarya Delta, assessing their benefits for livelihoods and economic sectors. |
