In 2023, the Ministry of Economy and Finance (MEF) and Islamic Development Bank (IsDB) approved a 5- year (2024 – 2028) project for the Republic of Uzbekistan entitled Integrated Rural Development (IRD) Project in Uzbekistan that is financed and executed by the IsDB in response to an official request from the Government of Uzbekistan. The Project will be implemented under the National Implementation Modality (NIM) with the MEF playing an executing entity's/implementing partner's role for it. The United Nations Development Programme (UNDP) County Office in Uzbekistan is responsible for Component B: Consultancy services for rural infrastructure development - Community empowerment. The Project has 3 main interconnected components: Output 1: Development and implementation of Community Development Plans (CDPs). Strengthened capacities of 157 mahallas in Samarkand, Kashkadarya, and Surkhandarya regions in participatory CDP process that result in development, implementation and oversight of climate smart CDPs focusing on improvements of infrastructure and services. Output 2: Capacity building in income generation, with focus on vulnerable groups. Strengthened capacities of businesses and individuals such as entrepreneurs who work in agriculture complex, including the vulnerable groups in businesses development/expansion. Output 3: Capacity building of regional and local authorities. Strengthened capacities of officials in all targeted regional and local authorities in participatory planning, implementation, oversight, and sustainable management of the local infrastructure and services. 2. Strengthened capacities of local residents, including the vulnerable groups in participatory decision making. T The Project will be implemented in Samarkand, Kashkadarya, and Surkhandarya regions where Project offices will be established. The Project Analyst on Community Development and Capacity Building will work under the direct supervision of the Project Manager on Component 1&3 will be contributing to community development, increasing capacities of communities, mahallas, regional and local authorities, assist to develop local governance and community participatory mechanism in planning and implementation of rural development programs. He/she will coordinate and be in charge of the Components 1&3 of the project. Duties and Responsibilities Substantial Functions: • Be responsible for the achievement and implementation of the programme activities focused on increasing capacities of targeted local communities to identify local needs and to develop plans of actions, i.e., Community Development Plans (CDP); • Facilitate the process of community mobilization and CDPs development for planning of investment and its execution at the community level to ensure that investments meet the needs of end-beneficiaries; • Organize capacity building activities in target districts on community mobilization for identification of community needs; • Develop and implement gender-responsive CDPs at the qishloq/community level relying on extensive and inclusive communities mobilization in targeted communities; • Facilitate the institutionalization of the CDPs at the district administration level (inclusion of the CDP priorities and monitoring systems for CDPs into the district development plans of the government), including through engaging the locally selected Deputies; • Organize the workshops and trainings at district and qishloq levels on such topics relevant to support community needs assessment as Sustainable Development Goals, Human Security concept to focus on "CDP development" knowledge sharing to improve rural economy, such as "agriculture and new farming methodologies", "irrigation technologies", "strengthening home industries related to women empowerment", gender equality, green development, energy efficiency and digital solutions for rural development and others; • Develop a system analysis of the districts (agriculture infrastructure, social infrastructure, health, education, access to drinking water, environment and climate change issues, digital development, etc.) to identify key priority areas for socio-economic, environmental and digital development of the district in the participatory approach; • Identify and assess barriers to local community development initiatives, including those faced by the vulnerable groups, and develop mitigation strategies to address them; • Conduct situation analysis of socio-economic potential of target communities including households' profile, agro-ecological characteristics and potential, and mapping of the existing social and communal infrastructures; • Deployment of methods for effective and sustainable development of infrastructure in rural areas through promoting the local resource-based approaches; • Facilitate and pilot creation of public-private partnership structures through engagement of local communities on transferring water supply systems/infrastructures in order to promote sustainable efficient maintenance and use of the systems; • Pilot the establishment of different local resource-based approaches (e.g. the Drinking Water Association(s) for maintaining the water supply systems to ensure their sustainable functioning; Community Advisory Groups to monitor and provide substantive inputs in maintaining the social infrastructure, e.g. rural schools, healthcare points, etc.); • Facilitate and contribute to the replication of the project best practices' in other regions of the country; • Contribute to the development of the communication strategy in line with UNDP Principles of Gender-Sensitive Communications to make use of all possible advocacy and outreach tools and approaches to deliver messages to target audience, beneficiaries and wider public at community, district, sub-national, national and international levels; • Liaise with relevant stakeholders to obtain any support and guidance required for management and implementation of project activities within the Component 1 and 3, as well as clostly work with Team Leaders of Component 2 to promote the holistic approach in the project implementation; • Assist Project Manager in preparing and submitting in a timely manner, other programmatic reports and ensure that the reports meet corporate quality standards; • Be proactive in advising response to opportunities for resource mobilization and fundraising; • Lead the work of consultants involved in the implementation of the given project component; • Contribute to the promotion of gender equality by reaching, involving and benefiting both women and men in the programme activities, ensure collection gender disaggregated data (gender mainstreaming); • Facilitate planning and developing analytical reports, information brochures, specific thematic leaflets, infographics and flyers with basic fact sheets; • Assist the Project Manager in preparing progress reports, lessons learned and provide relevant recommendations and contribute to the donor reporting process providing relevant information and data on conducted activities; • Contribute to programmes' advocacy campaigns and facilitate the process of increasing visibility of the programmes activities and results; writing of success stories, press-releases, newspapers coverage, and other relevant PR campaigns; • Facilitate knowledge and best practices sharing between projects, UN agencies, national implementing partner, government, communities to deeper integrate the work and idea of the project; • Organize and coordinate the capacity building activities of communities, mahallas, regiona and local authrotiies by promoting innovative solutions aimed at energy and water saving, reducing CO2 emission for climate resilient planning, with focus on rural development, planning, local agriculture and social infrastructure with particular focus on different needs of concerned groups, including women, youth, people living in poverty and people with disabilities; • Contribute to programmes' advocacy campaigns and facilitate the process of increasing visibility of the programmes activities and results; writing of success stories, press-releases, newspapers coverage, and other relevant PR campaigns; • Facilitate knowledge and best practices sharing between projects, UN agencies, national implementing partner, government, communities to deeper integrate the work and idea of the project; participate in relevant networks and meetings of practitioners.
Operational Functions: • Plan and implement the work in accordance with the overall work plan using both human and financial resources available in the most effective and efficient way, elaborate and propose new schemes and effective ways to achieve target indicators; • Participate in elaboration and execution of the project's work plans, analyze emerging problems and propose adequate measures to ensure timely fulfilment of envisioned tasks; • Provide inputs for annual reports, work plans and any other planning, monitoring documents required by the UNDP; • Support Project Manager in monitoring implementation of the project outputs for adopting corrective measures in project implementation, when necessary, to ensure timely delivery of required inputs and achievement of results; • Ensure that all procurement, and tendering processes are organized and implemented in the most transparent way and in line with corporate and national regulations; • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement Project Analyst on Community Development and Capacity Building will work under the direct supervision of the Project Manager and will be responsible for the coordinated and timely implementation of activities of the Component 1&3 in accordance with the work plan of the component 1&3 of the Project. Project Analyst will also closely work with the Project Analysts of the Component 2. |

Education: • Advanced university degree (Master's degree or equivalent) in one of the following areas: Construction, Architecture/Design, Business Administration, Economics, Climate, Environmental Sciences is required, or • A first-level university degree (Bachelor's degree) in the areas mentioned above in combination with additional two years of qualifying experience will be given due consideration in lieu of master´s degree.
Experience: • Up to 2 years (with Master´s degree) or minimum 2 years (with Bachelor's degree) of experience in promoting green innovative solutions or capacity building; • Work experince in rural development, community development and capacity building is an advantage; • Work experience in any development organization is an advantage.
Desired skills in addition to the competencies covered in the Competencies section: • Proven experience in development of research papers and reports, publications and analytical notes; • Understanding of Gender equality concept and women empowerment and youth engagement principles; • Initiative and strong leadership skills; • Knowledge and experience in design or construction sector in Uzbekistan specifically in rural areas; • Knowledge of new innovation green and energy efficient solutions in construction sector; • Ability to use information technologies as a tool and resource.
