Duties |
The primary purpose of this position is to perform financial management functions involving budget formulation with detailed budget justifications, financial planning and budget execution for the assigned allotments.
BUDGETING AND FINANCIAL PLANNING
Reviews financial planning and budget documents with supervisors in FMC as well as appropriate agency/section heads/representatives, makes adjustments, writes narrative justifications and obtains clearances prior to transmission of budgets to Bureaus/Headquarters. For the assigned allotments this position operates at the full performance level of budget work.
Responsible for updating software and spreadsheets for related budgets. When applicable, responsible for costing out payroll costs; projecting wage and price increases; developing grant, travel, procurement and other spending plans.
Throughout the fiscal year compares financial operations with budget plans, which requires extensive analysis and preparatory work; analyzes apparent trends in obligations; compiles data for financial plans, management reports and periodic reviews; proposes plans for minor reprogramming when deviation from original budget estimates are necessary because of significant changes in operating programs; and provides periodic and ad-hoc reports as required.
ACCOUNTING
Performs allotment accounting for pertinent allotments, including advice/assistance to post officials with accounting procedures. Enters recurring and non-recurring obligations into financial system in accordance with agency/section's accounting code structure.
Maintains funds control to ensure that obligations do not exceed funding authorizations and are substantiated with appropriate supporting documentation. Places appropriate agency/section fiscal data on each valid obligating document.
Prepares monthly financial summaries for all agencies/sections for the Financial Management Officer to review and subsequently submits to the agencies/sections heads. Contributes to establishing strong internal controls over financial processes allowing for transactions to comply with government laws and regulations.
Processes all financial transactions in accordance with Department of State financial policy and regulations, USG regulations, and Appropriation law. Adheres to all section policies and recommends updates to internal financial policy as needed. |

PRIOR WORK EXPERIENCE: 1st option: At least three years of progressively responsible experience in budgeting, accounting, book-keeping or voucher examining. 2nd option: Five years of progressively responsible experience in budgeting, accounting, book-keeping or voucher examining.
JOB KNOWLEDGE: Must be able to communicate budget and financial information clearly and concisely to all management levels, both in writing and orally.
SKILLS AND ABILITIES: Excellent Administrative and analytical skills. Ability to work under pressure and produce results. Ability to effectively utilize computers and financial software.
EDUCATION REQUIREMENTS: 1st option: Bachelor's degree in accounting, finance, business management or related field is required. 2nd option: University studies - Bachelor's degree.
LANGUAGES: English and Russian languages FLUENT level in Written/Speaking/Reading is required.
Uzbek language LIMITED KNOWLEDGE level in Writing/Speaking/Reading is required.
Language proficiency may be tested.
