General Responsibilities:
• Assist in implementing project MEL plan which includes knowledge management and learning plan. • Support MCLA Lead and technical teams in collecting, aggregating, and analyzing data. • Maintain impeccable MEL files and substantiating information on data reported to USAID on the project's shared drive that can be easily accessible by project team members and available for project auditors (i.e. accurate, updated, etc.). • Assist with production of quarterly, annual, and final reports for USAID, ensuring accuracy and thoroughness. • Develop charts that clearly visualize data in Excel, PowerPoint, and/or Power BI. • Respond to requests for information on the project and on project performance as needed. • Enter required training-related data into the project's and USAID's designated data entry systems. • Work closely with technical unit heads to track investment portfolio information and progress. • Oversee and/or carry out organizational development assessments of partner firms and track progress throughout the life of the project. • Develop and prepare learning materials/note. • Maintain Knowledge & Learning resources, making sure materials are relevant. |

Palladium seeks a Monitoring, Collaborating, Learning, and Adapting (MCLA) Specialist will be responsible for assisting in the development and maintenance of the Activity's MEL tracking systems, ensuring appropriate data collection, working with partner organizations and Sector Leads in evaluating their progress to ensure data quality and contribute to analytical reports.
Duration: The USAID BSP Activity is projected for 5 years (September 30, 2023, to September 29, 2028) Location: Tashkent, Uzbekistan Reports to: MCLA Lead
Requirements:
• Degree in relevant discipline (public policy, international development, economics, etc.). • At least 3 years of relevant internship or work experience with NGOs or international organizations preferably in monitoring, evaluation; strong experience with international development projects. • Experience in data collection and data entry, including digital tools for data collection (e.g., ODK, KoBoToolbox, CommCare). • Familiarity with digital data collection tool development, including coding and editing tools for survey creation and data quality control. • Experience with U.S Government's TraiNet software. • Strong qualitative and quantitative research skills. • Fluency in the English and Uzbek languages and strong written and spoken communication skills required. |
