Duties |
The specific functions and responsibilities of the Consultant will be:
• Ensure implementation of and compliance with the ESCP. • Provide recommendations to amend social management procedures for the purpose of ensuring compliance with the Bank's ESF. • Conduct quality control of ESS instruments in line with ESF requirements prior to Bank submission and deal with the comments as may be received from the Bank. • Provides guidance and direction to the PIU management and personnel for achieving compliance with all applicable ESF social standards and requirements. • Maintain awareness of regulatory changes and inform PIU relevant personnel. • Participate in regular Bank supervision missions. • Coordinate and liaise with WB supervision missions regarding social safeguard aspects of project implementation. • Prepare progress reports on compliance with the ESCP approved by the GOU. Summarize the social issues related to project implementation to WB in regular progress reports. • Ensure the implementation of the stakeholder engagement process as detailed in the SEP. • Organize broad-based public consultations at least once at the beginning of project activities in each project location; organize recurring awareness sessions in project areas as per timelines specified in SEP. • Help in setting up of and ensuring functioning Grievance Mechanism as detailed in the SEP and POM. • As part of the ESMF, conduct the social screening process and determine the social impacts and vulnerabilities, assess a social risk category/level, and identify risk management opportunities/strategies to determine the adequate ESS instrument to be applied for the received applications (subproject proposals). This will be done to: • Ensure that no Bank ESS other than ESS 1, ESS 2, ESS 3, ESS 4 and ESS 10 are relevant for the proposed sub-project, any activities corresponding to the Bank Projects with Moderate risk will be required to have an ESMP in place prior to approval that would identify potential social impacts and provide adequate mitigation measures. • Other actions to enable the Project to meet the social and environmental requirements within the legal framework of the Republic of Uzbekistan and in accordance with the Bank's social policies and procedures. |

Professional requirements |
The Consultant suitable for this position should have the following qualifications: • Graduate/advanced degree in environmental and social sciences, natural resources management, occupational health and safety, environmental or civil engineering, or related discipline; • Minimum of 3 years of relevant professional experience, including applied experience in Environmental and social risk management in investment projects (international or local); • Experience in at least 1 internationally funded project in the field of environmental protection; • Experience in at least 1 International Financial Institutions (IFIs) funded project in the field of social safeguards; • Minimum 3 years of experience in a national environmental and social impact assessment based on local legislation; • Knowledge of international good practice for management of environment and social risks, including World Bank ESF, World Bank Group Environmental Health and Safety Guidelines, the International Finance Corporation (IFC) Sustainability Framework, and supporting documents such as Guidance Notes; • No obstacles for traveling within Uzbekistan for various field trips; • Good analytical skills, ability to think strategically, analyze and synthesize diverse qualitative and quantitative environmentally-related data and information; • Excellent spoken and written Uzbek, Russian, and English; • Computer skills, including word processing and spreadsheets; • Experience in at least 1 international funded project related to grants for research and/or commercial activities would be considered an advantage; and • Previous experience with World Bank-funded projects as environmental reviewer and an understanding of its requirements would be considered an advantage. |

This position is a full-time and the specialist is obliged to work in Uzbekistan during the contract period as PIU Staff. The calculation of the amount of remuneration includes all expenses for international and national flights, accommodation, per diem and travel within and abroad of the Republic of Uzbekistan. The cost of remuneration is calculated based on a fixed payment for work.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" July 2016 (revised in November 2017, August 2018, September 2023) ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest.
A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations.
