Duties The National Program Officer (NPO) is responsible for the coordination and strategic steering of the portfolio on Local governance & civic space of the Swiss cooperation program in Uzbekistan. She/he is responsible for the implementation of the portfolio, including the direct implementation of the Civic space Grant mechanism (planned under pillar 3). The position is situated in the International Cooperation team at the Swiss embassy. The NPO reports to the head of governance within the IC team.

Main Tasks:

Strategic Steering and portfolio development

•Monitor and assess developments in the thematic area of responsibility, in particular on local governance, gender equality, human rights, media, anti-corruption and civil society;
•Update and advise management on portfolio development and performance incl. on upcoming opportunities, context changes and proposed adaptations ensuring agile and adaptive steering;
•Ensure strategic coherence and synergies between the three governance pillars and identify opportunities and entry points for regional cooperation on governance within the Swiss Central Asia program;
•Support linkages and synergies with the other thematic domain portfolios, including the cross-cutting integration of governance;

Project Cycle Management
•Prepare and negotiate all relevant documents in cooperation with relevant partners, incl. negotiation of project budgets; conduct Partner Risk Assessments (PRA), establish entry and credit proposals, and ensure the required reporting, including internal Annual Reporting to head quarter;
•Monitor the implementation of ongoing projects, incl. through meetings with stakeholders & partners, regular field visits in the regions, review financial and operational reports and management responses;
•Organize and coordinate external evaluations and reviews;
•Support the management in preparation and holding of project steering committees;
•Manage in close collaboration with finance officer the financial and administrative aspects of the mandates / contributions (incl. SAP). Support financial officer in finalization of financial and accounting documents.

Civic space fund
•Prepare and guide the feasibility assessment for the civic space fund planned under the new governance program (pillar 3). Advise the management on the strategic orientation and set up of the fund, define standards and eligibility criteria and prepare an agile and transparent process for grant making
•Identify options for interventions and design under the fund, coordinate the process for grant giving and partnerships (incl. roadmaps, TORs for scoping missions, organization of stakeholder workshops);
•Manage the contributions according to Project Cycle Management Principles;
•Manage in close collaboration with finance officer the financial and administrative aspects of the mandates / contributions (incl. SAP); support financial officer in finalization of financial and accounting documents.

Policy Dialogue, networking and representation
•Develop consistent policy positions in governance & human rights,
•Support management in policy dialogue with development partners and the government and liaise with project partners on this dialogue independently where appropriate; prepare speaking points and background information for the management when required
•Maintain a varied and adequate network in government agencies, donor organizations, partners, civil society, stakeholders, private sector.

Participation in governance coordination and SDC thematic networks Peace, Governance and Equality (PGE)
•Contribute to learning and capitalization and participate in events organized by the SDC PGE networks and engage in the regional coordination and exchange on relevant governance topics among Swiss embassies in Central Asia
•Pro-active follow up on developments in the relevant thematic fields in the context of Uzbekistan and regionally Central Asia, and participate in the relevant coordination platforms on governance;
•update management and Embassy staff (in particular political and economic advisor) as appropriate;

Communication and support to general function of the IC team and the full embassy
•Prepare social media posts;
•Follow up on communication of project partners, liaise and link relevant content with Embassy's communication tools; Ensure visibility of Swiss mandates / projects in the domain.
•Participate and contribute to fulfil general tasks to ensure smooth management and institutional functioning of the International Cooperation (IC) and Embassy team.

Professional requirements Professional competencies:
•Master in social, political, or public governance sciences, or other related fields;
•Minimum 8 years of experience in the relevant fields; proven experience in project management; preferably with an international organization; Public sector experience is an advantage but not a requirement;
• Good understanding of governance, gender, human rights and civil society issues and of the relevant political economy aspects in the related sectors;
• Good understanding of the national political context and policies. Good understanding, capacity and commitment to promote gender equality, Leave No One Behind and governance as transversal theme.

Methodological competencies:
•Excellent analytical and writing skills;
•Very good mastery and practical experience of the program cycle management, including excellent understanding of financial aspects and processes;
•Ability to steer and manage a complex portfolio independently; proficiency in MS Office;

General Competencies (soft skills):
•Good team worker, very good ability to interact with a wide variety of interlocutors, including at high level, excellent networking skills,
•Excellent negotiation and communication skills, ability to steer coordination and discussion groups
•Excellent analytical and conceptual capacities,
•Flexibility and a sense for innovation;

Language competencies:
Fluent in English, Russian and Uzbek languages with good writing skills and capacity to interpret during high level meetings; knowledge of a Swiss national language an advantage.
