Duties Organizational Context
1. The OSCE Project Co-ordinator in Uzbekistan (PCUz) is mandated to assist the Host Country in its efforts to ensure security and stability, including the fight against terrorism, violent extremism, drug trafficking and other threats; to support the country's socio-economic and civil society development; to help protect the country's environment; and to assist the government in the implementation of its commitments taken within the OSCE framework, including those related to the development of civil society. The Co-ordinator's activities are carried out on the basis of jointly developed programmes and projects.

2. Fund Administration Unit (FAU) of the PCUz administratively supports programmes and projects and aims to ensure that the OSCE Staff Rules and Regulations and Financial Administrative Instructions are implemented. The incumbent is assigned to the Procurement Unit of the FAU. In addition to this post, the Unit consist of Procurement/Asset Management Associate (G6).

Main Purpose
1. Under direct supervision of the Chief of Fund Administration and under coordination with Procurement/Asset Management Associate, the incumbent performs all duties connected to the procurement of good and services.

2. Working under general supervision, the Procurement Assistant provides technical support and facilitates process delivery with respect to procurement of goods and services by performing tasks of substantial variety and complexity that require the selection, interpretation and assembly of information and data from several sources in examining problems for which several possible solutions exist but which are normally covered by general practice. S/he serves as a resource to other project staff in project procurement matters.

Work Relationships
1. The Procurement Assistant reports to the Chief of Fund Administration (NP2) as a first level supervisor, while the Head of Mission acts as the second-level supervisor.

2. Internal contacts include the other mission members of the PCUz to obtain and clarify information related to procurement requirements and to obtain approval of programme/project documents, correspondence and expenditure, as well as to make administrative arrangements for the contracting of goods and services in support of PCUz activities, and to report on the status and progress of procurement activities. External contacts are mainly with vendors and potential vendors of goods and services, as well procurement officials of the Secretariat in Vienna, as required.

Tasks and Responsibilities:

1. Carries out market comparative analysis, prepare tender solicitation documents in compliance with OSCE Common Regulatory Management System, distribute Requests for Quotations Requests for Proposals, collect Proposals, prepares Quotation Evaluation Reports; assists CFA in monitoring the procurement flow for the compliance with the OSCE rules and regulations;

2. Maintains contracts with local and international suppliers verify and negotiate the terms of purchase, payment and delivery, and maintain contacts with customs and other authorities to facilitate timely clearance and delivery of goods;

3. Purchases goods and stationery required by the PCUz, once they have been approved by the CFA. Drafts periodical procurement, supplies consumption reports;

4. Issues Purchase Orders for the acquisition of goods, works and services based on Procurement Requests (PR) forms presented by Programme Assistants or other members of the OSCE PCUz;

5. Raises both PRs and the corresponding POs, for building maintenance/ management and goods and services required by FAU;

6. Maintains procurement archives and responsible for custom clearance for imported goods;

Professional requirements Education:
• Completed secondary education, supplemented by commercial or accountancy studies.
• For posts in the General Service category, a university degree may be considered as a substitute for one year of work experience, and a second-level university degree for two years of work experience.
Experience and knowledge/skills:
• Minimum four years of working experience in procurement, contracting, inventory and stock management part of which should preferably have been in an international organization.
• Ability to conduct research and collect information from a variety of sources
• Computer literate with experience in Word, Excel, PowerPoint, etc. Experience with an ERP software is an asset
Languages:
• Excellent oral and written communication skills in English and local languages.

Extra motivation Monthly remuneration, subject to social security deduction, is USD 940.00 as per the relevant OSCE salary scale.
Appointment is normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
