Duties Org. Setting and Reporting:
This position is located in the Regional Office for Central Asia (ROCA) with duty station in Tashkent, Uzbekistan, Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The Human Resources Assistant will work under the broad authority and guidance of the Regional Representative for Central Asia, the overall supervision of the Operations Manager and the direct supervision of the Assistant Human Resources Officer. Responsibilities:
The Human Resources Assistant will provide human resources services ensuring high quality, accuracy and consistency of work. The incumbent will promote a collaborative, client-oriented approach and high employee morale. S/he will work in close cooperation with the operations, programme and projects' personnel in the UNODC Regional Office for Central Asia and Programme Offices to exchange information and ensure consistent service delivery. Within assigned authority, the incumbent will perform the following specific duties: Recruitment and Placement: - Assist in carrying out recruitment processes by drafting job description, maintaining job posting files and tracking the status of job postings, organizing and coordinating written and/or technical tests prior to the interview process, arranging interviews for the short-listed candidates, preparing relevant documentation required for interview panels, and performing functions of Secretary in interview panels. - Assist in the filling of posts for all categories, including initiating and following-up on reference checks and academic verification, ensuring the completion of the pre-recruitment formalities, calculating salaries and related benefits, and preparing and dispatching offers of appointment. - Assist in tracking of all transactions related to recruitment including contract issuance, performance evaluation and contracts extensions/amendment/terminations. - Assist in drafting reports, evaluations and justifications as required on personnel issues or specialized tasks. - Provide support in preparation of documents and forms related to Human Resources. Staff development and Career support training: - Assist in developing a Learning Plan for ROCA personnel in the region. Track and record completion of the UN mandatory learning courses, as well as other training programmes. - Assist in organizing and conducting training courses and workshops. Provide support to trainers. General: - Verify budgets with the project/programme personnel as well as Financial Utilisation (FU) in terms of availability of funds and appropriateness of the budget lines. - Monitor and compile daily attendance reports of international staff and national personnel. - Prepare Monthly Leave Reports (MLR) for all Office personnel. - Assist in regularly maintaining and updating the Field Office's Human Resource Management database. - Create fund commitments for contracts issuance, extensions, amendments of funding sources through the relevant ERP system (UMOJA). - Provide support to staff in accessing Inspira and Umoja. - Assist with the preparation and collection of required documents for engagement of local/regional consultants and individuals under Individual Contact (IC). - Follow up on IC holders and coordinate with finance personnel on Requests for Payment. - Process payment requests and follow up on payment processes related to HR activates (MFA DSD, medical clinic, advertising company, etc.) - Ensure timely submission of ROCA personnel reports to the United Nations Department for Safety and Security (UNDSS), as well as issuance of ID cards for Office personnel. - Maintain proper filing of HR records and documents ensuring correct placement and proper condition according to classification and identification information. - Prepare HR materials for archiving, register the archived files and update the register of archived files on the regular basis. - Assist office staff with the registration process with the Bureau for Diplomatic Service of the Ministry of Foreign Affairs. - Monitor office supplies (stationary) and maintenance of the relevant application. - Act as a Requisitioner for creating Shopping Cards, Global Index number, HR Mini Master and Service Entry Sheets etc. - Backstop HR colleague and Travel Assistant (on accreditation of office international staff as well as their family members and visa support), when required. - Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. - Assist with visualizations and updating information material such as web pages or brochures. - Perform other work-related duties, as required.

High school diploma or equivalent is required.

Work Experience:
A minimum of seven years of progressively responsible experience in human resources management, staff administration service or related area is required. The minimum number of years of relevant experience is reduced to five for candidates who possess a first-level university degree or higher Several years of work experience in the administration of employee benefits and entitlements are required. Work experience with an Enterprise Resource Planning (ERP) system is required. Work experience with SAP/Umoja is desirable. Work experience within the United Nations system or similar international organization is desirable.

Languages:
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Russian is required. Knowledge of Uzbek or other Central Asian languages is desirable. Knowledge of other United Nations official languages is an advantage.

Assessment:
Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
