GIZ has an open vacancy of Evaluation (and Monitoring) Specialist. The incumbent will support projects in the monitoring and evaluation activities.
Main duties and responsibilities:
• Create and implement a monitoring and evaluation (M&E) system; • Provide input for reports to the German Federal Ministry for Economic Cooperation and Development (BMZ); • Conduct project studies, qualitative and quantitative surveys in close cooperation with project staff; • Provide guidance to the programme staff in ensuring that activities of the project components are implemented in a goal-, output-, and outcome-oriented manner and contribute to the achievement of indicators; • Identify potential risks to projects performance and suggest corrective actions based on M&E data; • Oversee the collection, storage, and management of M&E data in compliance with GIZ data protection standards; • Use M&E software and tools (e.g., Excel, PowerBI, or other) for data analysis and re-porting and stay updated on new M&E technology and methodologies recommended by GIZ to improve the monitoring process; • Assist the projects team in the preparation of reports and documents on the achievement of milestones, results and indicators; • Provide training and support to staff and stakeholders on M&E tools, methods, and processes; • Provide input for communication and visibility materials and activities of the projects. |

Professional requirements |
• University degree in economics, management, international relations, public relations, political sciences, or other relevant qualification; • At least 5 years of professional working experience as a monitoring and evaluation specialist or a similar position (for example: social empirical research/analysis) with an international or national organization; • Working knowledge of statistical analysis, qualitative and quantitative data collection and management, and survey software; • Experience in designing tools and strategies for data collection, analysis and production of reports; • Good understanding of health sector and challenges of the sector in Uzbekistan is a plus; • Fluency in written and spoken English, Uzbek and Russian; German is a plus; • Proven ICT skills, especially in the development of MIS software using database software. |
