Duties Organizational Setting
Project oversight and supervision will be carried out by the Budget Holder (BH) with the support of the PTF, LTO and FLO and relevant technical units in FAO Headquarters. Oversight will ensure that: (i) Project outputs are produced in accordance with the Project results framework and lead to the achievement of Project outcomes; (ii) Project outcomes lead to the achievement of the Project objective; (iii) risks are continuously identified and monitored and appropriate mitigation strategies are applied; and (iv) agreed Project global environmental benefits are delivered.
Reporting Lines
Under the overall supervision of the FAO Representative (FAOR), day-to-day supervision and guidance of the Project Coordinator and in close cooperation with the Project team, technical officer and under the technical guidance of the M&E Specialist of FAO CO, and Regional Monitoring and Planning Specialist, Monitoring Expert will be responsible for project results monitoring and data collection. Implementation of the Project will be subject to systematic monitoring of outputs, outcomes and corresponding indicators on the basis of the approved Logical Framework Matrix. The results of the monitoring will be presented to the budget holder, project management, project task force, as well as the external partners to assess the progress, effectiveness of activities and delivery of results, and to allow for timely adaptive management and corrective actions, if necessary.
Technical Focus
Development, standardization and deployment of tools that capture quantitative and qualitative data for monitoring, evaluation and reporting under the defined Project indicators. Brief monthly reports will be prepared to monitor progress. Annual progress reports will be prepared by Monitoring Expert and sent to the donor, beneficiaries and implementation partners, including SC members.
Tasks and responsibilities
•. Develop a detailed M&E plan including timelines, responsibilities, methodologies, and tools for data collection and analysis:
-Develop project indicator tracking table and ensure timely data entry of actual indicator values
-Deliver capacity-building trainings in M&E to project managers and project team;
Report to the Project Manager on a weekly basis on the overall implementation of Project activities, including constraints, lessons learned and recommendations for better implementation.
• Conduct regular field monitoring visits to Project sites to ascertain and record the progress of activities through BToR, including beneficiary testimonials and photo evidence.
• Lead the design of surveys and data collection methodologies, conduct surveys and assessments and oversee the data analysis.
• Ensure the collection of all required monitoring data and documents to support organization of the mid-term review and final evaluations.
• Organize quarterly update meetings with the project task force and LTO to facilitate adaptive management.
Contribute analytical inputs and monitoring data to internal/external reporting related to project activities. Assist the Project Team in the identification of potential implementation issues and bottlenecks and recommend appropriate strategies to address them.
• Enhance information management of M&E-related documents and data through the use of the M&E databases and SharePoint
• Establish a database of the project key programme documents such as Project documents, cost-sharing agreements, work plans, progress reports and evaluations, and ensure usage of the database for monitoring.
•Facilitate the monitoring data flow arrangements, including data storage of project documents, by the project team members.
• Identification and recording of best practices, field trends and lessons learned from monitoring and evaluation activities, including regular update of the lessons learned log tool.
• Contribute to capacity development of Project staff and national partners, by orienting/training in understanding and applying results-oriented Monitoring & Evaluation policies, tools & methods.
• Act in the capacity of the evaluation manager and participate in evaluations and assessments of the Project and programme activities.
• Perform other related duties as required.

Minimum Requirements
• Bachelor's degree in project Monitoring and Evaluation, Natural Resources Management, International Development, Business Administration, Management or other related areas.
• 5–10 years of relevant experience in project monitoring, preferably with international organizations or NGOs.
• Full competency and fluency in Uzbek, Russian and English.
• National of Uzbekistan.
• Familiarity with FAO mandate and work as well as EU Programmes and Policies will be an asset

Technical/Functional Skills
• Proven experience in donor reporting, programme and project monitoring and evaluation, including working knowledge of monitoring tools, such as M&E Plan and indicator tracking table.
• Demonstrated experience in the collection of field monitoring data from primary beneficiaries.
Work experience in more than one location or area of work, particularly in field positions is desirable.
• Extent and relevance of experience in designing, planning, leading and conducting monitoring and evaluation.
• Excellent computer skills, including quantitative analysis and use of Excel.
• Ability to work within a team of professional staff from diverse technical and cultural backgrounds.
• Ability to plan and meet deadlines.
• Teamwork spirit, ability to work under minimum supervision, flexibility.
• Demonstrated capacity to plan, advise and guide planning processes on monitoring and evaluation related issues.
• Demonstrated ability to implement a variety of analytical methodologies and techniques.
• Demonstrated ability to liaise with multiple agencies, effectively building an understanding and partnership with other UN bodies, NGOs, and governmental agencies.
