Position: Monitoring and Evaluation Specialist / Project Coordinator
Project: Project Management Unit
Location: Republic of Uzbekistan

1. Main Responsibilities:
The Monitoring and Evaluation (M/&E) Specialist is responsible for developing, implementing, and maintaining the monitoring and evaluation system for project results. The duties include:

1. Developing and maintaining an M/&E system covering all project components, both in terms of achieving objectives and financial performance.
2. Collecting, analyzing, and summarizing data in close cooperation with M/&E officers in the implementing agencies.
3. Providing technical support and enabling effective performance of M/&E staff in different institutions, including training and consultations.
4. Monitoring project implementation progress, preparing reports (monthly, quarterly, annual) for internal use and for submission to the Asian Development Bank and national agencies.
5. Participating in the preparation and coordination of mid-term and final evaluations of project effectiveness, including data collection, assessment of contract performance, and analysis of achieved results against agreed criteria.
6. Organizing comparative data analysis and preparing analytical summaries to inform stakeholders.
7. Ensuring the accuracy, completeness, and timeliness of all monitoring-related data, including regular field surveys.
8. Performing other duties and tasks as assigned by the Project Management Unit (PMU) leadership.

2. Coordination and Support Functions:**
• Assisting in coordination among various institutions and project stakeholders.
• Supporting the organization of meetings, consultations, and site visits.
• Supporting the Procurement and Contracts Specialist:
o Assisting in collecting and organizing information for planning and conducting procurement procedures;
o Assisting in tracking contract schedules, implementation deadlines, and reporting;
o Supporting the preparation of documentation, including technical and organizational parts of tenders;
o Participating in archiving and maintaining the procurement and contracts database.

3. Reporting:
The M/&E Specialist / Project Coordinator reports to the Project Management Unit (PMU) Leader and works in close coordination with the rest of the project team.

4. Qualification Requirements:
• Higher education (preferably in economics, project management, environmental science, statistics, or related fields);
• At least 5 years of experience in monitoring and evaluation, and in project coordination within international projects;
• Experience working with government agencies and international financial institutions;
• Proficiency in Uzbek, Russian, and English (oral and written);
• Excellent analytical skills and ability to systematize information;
• Proficiency in MS Office (Word, Excel, PowerPoint), databases, and digital M/&E tools;
• Ability to work effectively both in a team and independently;
• Willingness to travel.
