Organizational Setting FAO Uzbekistan is implementing the project "TCP/UZB/4003 - Support to the revision of the Land Code". This project aims to strengthen the legal framework in Uzbekistan to provide more secure land tenure, particularly to smallholder farmers, and to facilitate agricultural land markets.
Reporting Lines The National Land Policy Expert will work under the overall supervision of the Assistant FAO Representative in Uzbekistan, the direct technical supervision of the Alternate Lead Technical Officer of the project, and in the day-to-day coordination of the FAO Uzbekistan Country Office. The National Land Policy Expert will also work under the technical guidance of the project Lead Technical Officer, project international consultants, and in close cooperation with national project consultants and relevant national stakeholders.
Technical Focus This assignment will support the FAO Uzbekistan Country Office implement the project "Support to the revision of the Land Code". The project will comprehensively review and assess the Land Code and, through a process of muti-stakeholder consultations, produce a report with recommendations on the topics of protection of land rights, agricultural land market development and regulation, and effective land use for sustainable land management.
Tasks and Responsibilities The National Land Policy Expert will perform the following tasks: • Review and assess the Land Code and any other relevant legislation related to land relations, land management, and agricultural land markets, and contribute to the drafting of the assessment report containing recommendations; • Prepare a mapping of institutions with the mandate in land management and land administration; • Provide policy recommendations related to enhanced management of agricultural land; • Serve as a liaison between the project and the Ministry of Agriculture in matters related to land management, land administration, and agricultural land markets; • Participate in the preparation and organization of relevant national workshops, capacity development programmes, and meetings of the multi-stakeholder technical working group; • Contribute to the drafting/reviewing of technical products and reports during project implementation; • Assist in the development and presentation of final documents, recommendations and guidelines to policymakers; • Contribute to development and implementation of training programme and awareness raising on the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security; and • Assist in the development and presentation of final documents, recommendations and guidelines to policymakers. |

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements • University degree in land administration, land management, agricultural economics or a closely related field. • At least 5 years of experience in land policy, land management land administration or a closely related field. • Working knowledge and able to communicate effectively in English/Russian/Uzbek languages. • National of Uzbekistan or resident in the country with a valid work permit.

Technical/Functional Skills • Extent and relevance of experience in reviewing, assessing and providing recommendations to land-related policies and/or legislation. • Knowledge of national priorities and government structures pertaining to agricultural land in Uzbekistan. • Familiarity with land management principals in agriculture, land policy, land administration, land management, and agricultural land markets. • Advanced level of written and spoken English will be considered assets. |
