Duties • Update the procurement plan in corrdination with the project team and the Contract Specialist to align with project implementation
• Identify and recommend appropriate procurement methods (i.e., RfPs, RfQs, RfBs, international / national competitive bidding, etc.) for various project needs,
• Ensure procurement strategies consider market conditions, timelines, and compliance with funding agency requirements.
• Draft, review and finalize tender documents in collaboration with the Fund and technical teams,
• Advertise procurement opportunities in line with the requirements of the WB and ensure widespread market outreach to attract qualified bidders,
• Coordinate pre-bid meetings and respond to bidder queries to ensure clarity and transparency,
• Establish robust evaluation criteria to assess the qualification of the bidders / proposers.
• Organize and manage bid/proposal/prequalification processes, ensuring adharance to evaluation criteria.
• Collaborate with evaluation committees to review technical and financial proposals,
• Prepare comprehensive evaluation reports for submission to the Fund, WB and Tendering Committee,
• Organize meetings with the Tendering Committee, provide information and seek approval for procurement phases, as deemed necessary,
• Recommend selection of contractors based on the evaluation process and project requirements
• Negotiate terms with contractors as needed, in coordination with the Contract Manager to ensure alignment with contractual obligations,
• Oversee the preparation and issuance of award notifications to successful bidders / proposers,
• Ensure all procurement activities adhere to WB Procurement Regulations,
• Maintain transparency and accountability throughout the procurement process by documenting all key decisions and activities,
• Address and mitigate potential procurement risks in collaboration with the Contract Manager,
• Track the progress of procurement activities and ensure timely completion of deliverables,
• Prepare and submit regular procurement progress reports to the project management team and funding agencies,
• Share lessons learned from procurement activities to improve future planning and execution
• Collaborate closely with the Contract Manager during the transition from procurement to contract management
• Provide inputs to ensure contract terms reflect procurement outcomes and align with project requirements,
• Support the Contract Manager in addressing any discrepancies or disputes arising during contract execution,
• Collaborate with the Environmental, Social and Health & Safety Experts to ensure all procurement documents include provisions required by the project,
• Act as a resource for technical teams to clarify procurement policies and procedures.
Reports
The consultant shall submit monthly progress reports at the end of each month summarizing the monthly activities, problems/disputes encountered in the implementation of the project during the subject month.

Residence: The Procurement Specialist should be either international or local expert with international experie
Education: Higher
Professional requirements i. At least a bachelor's degree in relevant field such as Law, Business Administration, Public Administration, Finance or Engineering. A master's degree or professional certification in Procurement is preferred.
ii. At least 5 years of professional experience in procurement of goods, works and services, as well as tendering, negotiating and contracting and implementation of contracts. Familiarity with energy efficiency and/or renewable energy projects is highly desirable.
iii. At least two years of experience working as procurement expert and have experience in procurement, tendering, contracting and implementation of contracts according to the international financial and development organizations such as World Bank, Asian Development Bank, Islamic Development Bank, etc.)
iv. Knowledge of using the World Bank's Systematic Tracking of Exchanges in Procurement (STEP) is an asset,
v. Good knowledge and understanding of EE/RE investments.
vi. Excellent written and oral communication skills in English, Uzbek and Russian is a must.
vii. Ability to develop and deliver clear and concise reports.
viii. Ability to work both independently and as part of a team.

The Procurement Specialist should be either international or local expert with international experience.
