Climate change poses a critical risk to national and regional security in Central Asia, compounding challenges in geopolitics, socioeconomics, and environmental issues related to water, energy, and land use. Projections indicate a warming of up to 6 degrees by the end of the century, with existing impacts including glacier retreat, desertification, floods, and droughts. Increasing glacial melt in the Tien Shan and Pamir mountains may boost short-term river runoff but diminish water availability in the medium to long term. Germany has actively engaged with Central Asian countries for over 30 years, employing a bilateral and regional approach. The Berlin Process, from 2009 to 2020, focused on transboundary water cooperation to prevent conflicts and foster regional collaboration. Afterward, the Green Central Asia Initiative was launched in 2020, expanding the dialogue to climate, environment, and security. The initiative, aligned with German climate foreign policy and contributing to the EU-Central Asia Strategy, resulted in a Regional Joint Action Plan. This plan includes projects on climate-sensitive water and climate risk management commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ). Green Central Asia is an integral part of Germany's Strategic Regional Partnership with Central Asia and contributes to the Team Europe Initiative (TEI). The TEI on water, energy, and climate change in Central Asia emerges as a flagship endeavour under the EU Global Gateway framework, showcasing the European Union's commitment to addressing critical challenges in the region. The Multi-Donor Action "EU4SustainableCentralAsia: Joint Action and Coordination on Water, Energy and Climate Change" is jointly co-financed by the European Union and the Federal Ministry for Economic Cooperation and Development (BMZ)] and implemented by GIZ as part of the BMZ project "Climate sensitive Water Resources Management in Central Asia" and contributes to the Team Europe Initiative on Water, Energy and Climate Change in Central Asia. The project is inviting applicants for the position of Advisor and to take over the following tasks and responsibilities:
Advises the Project Manager and international project partners, in particular the EU Delega-tions in Central Asia, on the Team Europe Initiative in Central Asia topics, namely water, energy and climate change; Provides professional advisory services to and cooperates with a broad range of relevant stakeholders in Uzbekistan, Central Asia and Europe; Is responsible together with his advisor counterpart in Astana for the set-up and running of the TEI Secretariat, which means the incumbent: Prepares concepts and agendas and organizes the TEI working group (EU, EU member states, EBRD and EIB) and other high-level groups within the TEI in close coordination with the project manager; Liaises closely with the TEI Advisor located in Astana; Drafts reports, concepts, protocols, correspondence, etc. for the work of the TEI in Central Asia; Is responsible for the mapping and continuous updating of the TEI project database including analysis of EU and EU member states project activities in Central Asia; Is responsible for the knowledge management Provides coordination support to all TEI members under the guidance of the project manager Is responsible for the design, preparation and implementation of working level and high-level conferences, workshops, seminars and other events on issues connected with the TEI on water, energy and climate change Is responsible for concept development and organisation of capacity building events and other small-scale projects on demand of the EU-CA platform; to this end the incumbent is in close contact with the Central Asian project partners and team advisors to assess the partners' capacity building needs; Supports cooperation, regular contact and dialogue with national and international partners and cooperates with relevant organisations, non-governmental organisations and individuals in the projects' environment and with other German and international projects to improve and maintain good working relationships; Develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives; Assists and monitors the development and implementation of the project's operational plans and activities in close consultation with national and international counterparts; Contributes to preparing and implementing the coordination process, joint activities and work at the regional level; Communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project; Moderates planning exercises, training seminars, working groups and other events; Is responsible for giving input to the M&E Specialist of the team on the activities of the TEI Secretariat; Cooperates and contributes to the coordination within the GIZ Central Asia Green Cluster; Compiles the relevant information for joint activities and assignments, prepares reports and contributes to bigger reports such as annual and special reports,correspondence, etc; |

Professional requirements |
Requirements:
- University degree in related fields (environmental studies, water management, energy, political science, etc.). In depth knowledge of environment issues, water/energy management in Central Asia and main state and civil society actors in Central Asia; - At least 8 years professional experience in a comparable position; - Moderation skills, advanced verbal and written communication skills and the ability to present effectively to small and large groups; - Knowledge of fundamental research procedures; - Ability to develop and maintain recordkeeping systems and procedures; - Ability to develop and present educational programs and/or workshops; - Excellent written and oral knowledge of English and Russian, other Central Asian languages would be an asset. |
