Duties • Support the launch and growth of high-impact SMEs in the green economy sector, including capacity-building, co-design of strategic partnerships via a Market Development Fund, and matchmaking with green-oriented Business Advisory Service Providers.
• Improve the business enabling-environment and financing landscape for green SMEs, including engagement with the Government of Uzbekistan and financial institutions, particularly around lending and co-financing for investments in renewable energy.
• Facilitate the development and strengthening of an inclusive workforce for green sector jobs (including curricula, training, skills development, etc.) with a strong focus on capacity-building and cultivating opportunities for women and girls.
• Provide cross-sectoral support for SME "green-ification," including advising SMEs to utilize sustainable, cost-effective processes and to better understand buyer preferences around sustainability and environmental impact.
• Contribute to the development of Annual Work Plans and other BSP deliverables, including supporting data collection and regular program reporting.
• Develop and implement technical concept notes for key activities, events, trainings, and other programs to advance the development of the sector.
• Collaborate closely with the ICT, textile, and tourism sector leads to 1) support integration of green economy principles and ideas into their programming and to 2) co-design activities, partnerships, and events that will advance environmental mitigation across BSP's sectors.
• Manage and oversee staff as needed
• Support other activities or BSP priorities as directed.

Professional requirements Required Qualifications
• Graduate degree in business, trade, economics, environmental studies, international development, or other relevant field.
• A minimum of 5 years of relevant working experience in the green economy, including one or more of the key sub-sectors of green economy (renewable energy, circular economy, water and wastewater, etc.).
• Experience in establishing and strengthening productive and collaborative partnerships with international and local private sector actors, with a focus on developing the capacities of nascent, prospective sector entrants.
• Demonstrated skills in leadership and effective management, capacity-building, strategic thinking, and attention to detail/organization.
• Professional networks and relationships with key stakeholders in the Uzbek and Central Asian green economy subsectors.
• Ability to creatively design partnerships, events, and activities with key stakeholders including associations, SMEs, and government.
• Fluency in English language, to include both strong written and oral communication skills.

Preferred Qualifications
• Strong public and private networks in the green economy subsector the Middle East, U.S., and European business communities.
• Experience in one or more of the other key sectors of BSP: tourism, textiles, and ICT.
• Fluency in Uzbek and Russian.

Extra motivation SEGURA seeks a Green Economy Sector Lead to provide technical assistance, partnership management, and implementation oversight to project activities related to green economy. Green economy is a unique sector that includes stand-alone subsectors (e.g. renewable energy, water and waste management, circular economy, green technology) and also encompasses cross-cutting considerations of how BSP's other sectors can incorporate and strengthen green practices and better adhere to environmental standards.

Duration/Nature of Role: This is a full-time position that is expected to last until the project ends in 2028, although performance will be assessed on an annual basis and is subject to funding.
Location: This position will be located in Tashkent, Uzbekistan. No relocation expenses will be provided.

Project Overview: The Uzbekistan Business Support Project (BSP) focuses on enhancing the competitiveness of small and medium enterprises (SMEs) in four key sectors: ICT, tourism, textiles, and the green economy. The goal of BSP is to foster sustainable and inclusive economic growth by strengthening SMEs and the business-enabling environment in these key sectors, while addressing barriers faced by women, youth, and underrepresented groups.
