BASIC FUNCTION OF POSITION:
The Public Engagement Assistant (Emerging Voices) supports the coordination and implementation of exchange programs designed to advance U.S. foreign policy goals with individuals and institutions in Embassy Tashkent's EV audience sectors, such as university students, women entrepreneurs, and disability rights advocates. Works under the direct supervision of the EV Specialist and supports a broad range of activities to maintain contact with exchange program participants and alumni of all EV activities and initiatives. Is responsible for setting up pre-departure and orientation briefings for exchange participants, debriefings and meetings upon return, and, for inbound American exchange participants, arrival arrangements, accommodations, visa coordination and orientations. Position will also assist with Education Outreach, Experiential Learning, and Alumni Engagement activities. Has no supervisory responsibilities.
Works with the EV Specialist to implement and coordinate exchanges and activities that involve EV audiences and to expand the Embassy's access to opinion leaders and to Uzbekistani academic and intellectual communities. Manages Uzbekistani-specific logistical aspects of inbound and outbound exchange programs for EV audiences. Assists the EV Exchanges and Alumni Coordinator and other colleagues to ensure the proper announcement, recruitment, and selection processes for major exchange programs, and helps coordinate Department of State (DOS)-funded programs and develop Mission-designed, exchange activities.
Engages officers throughout the Embassy to coordinate identification and recruitment of Uzbekistani participants for U.S. exchange programs. Works with the EV Exchanges Coordinator and other Public Engagement colleagues, as needed, to ensure proper scheduling of announcement, recruiting, and selection processes for all Mission academic and educational exchange programs. Ensures incoming participants are met, briefed, and that travel to host institutions is arranged. Responsible for the smooth communication between Uzbekistani institutions, incoming scholars, and the Embassy. Solves problems dealing with potential host institutions' deficiencies or participant issues or perceptions.

Organizes debriefings for participants and Uzbekistani implementers at the conclusion of exchange programs. Assists in monitoring the annual and individual project budgets for EV exchange programs. Contributes to the overall PD annual budget in consultation with the EV Specialist, EV Exchanges Coordinator, and the Resource Coordination unit. Ensures that stipend, travel advances, and other payments to incoming/departing participants are available to recipients on a timely basis.
Designated as occasional money holder; handles cash for transportation and other stipends to issue to program participants. |

PRIOR WORK EXPERIENCE:
Three years of experience is required, with communications, public engagement management, or education duties as components of the work. Prior experience in an international, academic, or governmental work environment is required.
JOB KNOWLEDGE:
Must have general knowledge of project management, including defining project objectives, outcomes, and assessment methods. A thorough understanding of the attitudes and preferences of the EV audience sector in Uzbekistan, including the regional, ethnic, social, cultural, linguistic, and other factors and institutions that shape those attitudes, is required. Detailed knowledge of Uzbekistani secondary education, exchanges, and youth programs is required.
SKILLS AND ABILITIES:
- Must have strong analytic skills. Must be able to identify, analyze, predict, and continually assess EV audience attitudes and evaluate the impact of projects and modify approaches for best outcomes.
- Must be able to brief on a variety of issues and interpret between English, Uzbek and Russian for public programs.
Education Requirements: A university degree in International Relations, Communications, Marketing, English, Education, or local equivalent is required. |
