USAID Local Governance Activity (LGA) is a five-year USAID program implemented by Chemonics International in the Republic of Uzbekistan. The goal of LGA is to strengthen subnational governance in Uzbekistan to make governance more responsive, participatory, and accountable, and to enhance the delivery of public services to the Uzbek people. The Activity is also intended to establish a strong legal foundation for government reform and decentralization, making it easier to transition towards local service provision.
Position Description:
The In-kind Grants Assistant will assist in the drafting of grants and subcontracts policies, procedures, and templates, and will maintain electronic and hard-copy tracking systems for all grants and subcontracts. He/she will work under the supervision of the Grants Procurement Director and will communicate with grantees and subcontractors as necessary on financial, contractual, and administrative items, and will keep track of reporting requirements.
Principal Duties and Responsibilities:
• Assists with Grants Program financial management, including preparing in-kind payments and other payments related to grants under contract activities. • Assists grants and procurement director in production, review, and management of grants and subtask orders; assist with production of all documentation related to all stages of in-kind grants lifecycle. • Perform pre-award assessments to determine applicant management and technical capacity to administer in-kind grant awards. • Analyze, assess, and assist with budgetary and financial aspects of grant proposals, recipient financial management capacities and needs, and disbursement of in-kind grants. • Maintain grants and subcontract documentation such that files are current, complete, and audit-ready at all times. • Manage the overall integrity in the administration of the grant/subcontract award processes and procedures. • Liaise with the LGA home office project management unit to ensure proper solicitation, selection, award, implementation, monitoring and evaluation, and close-out of local procurements, subcontracts and grants. • Perform other duties as required or assigned. |

Professional requirements |
• Minimum of one year of relevant working experience in grants. • Previous professional experience with international donor programs, particularly USAID, preferred. • Ability to prioritize multiple assignments in a fast-paced environment. • Creativity and analytical capacity to manage grant compliance issues and assist other staff in ensuring the implementation of grant activities. • Ability to work both independently and in a team. • Fluency in written and spoken Uzbek and proficiency in English required. Russian skills preferred. |
