Duties |
The main duty of the Procurement Specialist is to advise on and conduct procurement processes under the project, securing compliance of the procedures with the Asian Development Bank (ADB) Guidelines, as stipulated in the Grant/Loan Agreement/Financial Agreement) using the standard bidding documents and sample contracts when applicable. The PS shall secure observance of the above-mentioned procurement requirements under the project. The local contractual requirements which do contradict the Guidelines are not acceptable, and the ADB rules and procedures shall prevail in line with the legislation of the Republic of Uzbekistan. The Procurement Specialist coordinates procurement process, preparation of procurement plans and documents as well as negotiations with contractors and suppliers accordingly. The specific duties of the Procurement Specialist include:
Securing observance of the ADB Procurement Guidelines' requirements under the project as specified in the Project legal documents. Advising the PIU Manager and the executing agencies concerned on the procurement procedures accordingly. Planning of all procurement activities in close collaboration with the Borrower staff. Development and updating the project Procurement Plan regularly. Timely implementation of the Plan is indicator of good performance of the PS; Preparation of procurement/bidding advertisements, publish them in the international and local press and organizing procurement in conformity with the ADB procedures (international competitive bidding, national competitive bidding, selection of consultants, national shopping, etc.) and in accordance with the procurement plan; Contribute to the procurement risk management assessment and mitigation planning for the project prior to the conduct of capacity building; Provide support in the registration of the contracts prior to effectivity as required by government; Advising on procurement of equipment and works conducted by the PIU; Conducting and advising on selection of consultants (starting with the review of terms of references for consultants and preparation of the RFP and ending with the evaluation and contract award); Organization, after the Project start-up, of workshops on procurement issues for the PIU and Borrower staff and involved stakeholders; Establishment and maintenance of the procurement database, keeping the procurement records and filing system duly; Coordination of timely delivery of goods by suppliers, execution of works by contractors and Consultants in conformity with annual work plans; Regular submission of regular procurement reports to the PIU Manager including reporting the management on the procurement delays or contract implementation issues under the Project; Advising on the contract management and handling the contractual disputes |

Professional requirements |
1. Education: Higher education on Engineering, Law, Business Administration or other equivalent degree in related area; 2. Experience: At least 5 years of work in civil works, engineering or other procurement related area. Procurement experience and, particularly, experience of projects financed by the ADB or other International Financial Institutions' (IFI) and appropriate procurement guidelines and procedures is highly preferable; 3. Skills: Knowledgeable in Engineering, Civil Works, Contractual Law and other related areas. Experience of Bayer for large amounts under the state procurement regulations is an asset; 4. Preferable experience in applying the international procurement principles and practice like INCOTERMS, FIDIC, etc. 5. Language abilities: Working level English. Russian and/or Uzbek is highly preferable. |
