The Procurement Specialist will be responsible for the execution of all procurement activities under Project following the Bank's procedures, regulations. The Procurement Specialist will be responsible for the implementation and management of a reporting system that will allow the ISCAD Director and Project Manager to track and monitor all procurement operations under the project for auditing inspections and for preparation of progress reports to the Government of Uzbekistan and International Financial Institution (IFI). Detailed responsibilities of the Procurement Specialist in relation to Project are listed below (but not limited to this list): • Development of an annual project procurement work plan. • In collaboration with the project manager and relevant project personnel, develop a procurement strategy for project components and borrowers under the line of credit. • Maintaining an information base of services (electronic program of the World Bank STEP and in paper form) on procurement technologies, suppliers, equipment, distribution standard tender documents in accordance with the World Bank procurement guidelines and other resources necessary for the procurement of various project components by participants. • In collaboration with relevant technical experts, prepare proposal packages, specifications and terms of reference for contracts procured under the project in accordance with various procurement methods. • Provide advice and support to the relevant technical working groups and evaluation committees in assessing the proposals received based on the criteria specified in the tender documents. • Ensure that comprehensive evaluation reports are prepared in accordance with World Bank standard forms and consultant proposals and evaluation reports are submitted to the World Bank for timely review and "without objection." • Preparation of quarterly and annual reports on the progress of procurement activities within the project. • Review and update the procurement plan. • Negotiating and preparing tender packages and specifications for project procurement activities, evaluation, contracting, supply control, invoicing (in case of goods procurement), payments to suppliers/contractors, inspection/testing of purchased goods for sale. • Development and implementation of mechanisms and procedures for payment for the purchase of goods, technical assistance and support of construction services, as well as preparation of relevant documents and draft agreements in agreement with the project financial specialist. • Familiarize stakeholders involved in the project (employees of project components and purchasing organizations) with the requirements, documents and reporting obligations of procurement using project funds and conduct training seminars with them on this matter. • Maintaining up-to-date procurement documentation. • Notifying IFIs about each stage of each procurement procedure, in order to timely obtain the IFI's "N.O." to make a procurement. • Establishing a control system when organizing procurement and agreeing on the necessary contracts with participants within the framework of procurement, eliminating deficiencies in identifying cases of violation of procurement procedures and principles. • In accordance with the requirements of the IFI and the legislation of the Republic of Uzbekistan, he may be assigned other responsibilities. |

Professional requirements |
Education: Higher education in economics, finance, business administration or related fields of knowledge. Work experience: at least 5 years as a procurement specialist. Experience should include procurement management and procurement activities for goods, services, works and consulting services. Familiarity with international procurement practices and international donor requirements is an important aspect of the qualification. Advanced computer skills including word processing and spreadsheets. Language skills: good command of Russian and English (technical). |
