Fergana Valley Rural Enterprises Development Project
Project Manager will have overall responsibility for the Project, for its day-to-day management and implementation. Specifically, he/she will be responsible for (but not limited to): • Ensuring the effective use of loan, grant and budget funds allocated for the implementation of the project. • Systematic monitoring of project implementation and implementation of necessary measures to prevent possible losses. • Preparing annual work plans for each component of the project, developing a detailed plan for the procurement of goods, services and works and submitting them for approval to the ISCAD Director and the Ministry of Agriculture. • Supporting specialists in preparing and conducting tenders for the purchase of equipment, works and services. • Preparation of draft contracts and agreements together with procurement specialists, consulting companies, and relevant ISCAD specialists, submitting draft documents for approval by the Director. • Verification of contracts and agreements concluded within the framework of the project in the prescribed manner and control over their registration by the competent authorities. • In accordance with the requirements of the IFI and in agreement with the Director, ensure the recruitment of qualified personnel to implement the various components of the project. • Conducting and participating in seminars and other events, interaction with the media in agreement with the ISCAD Director to ensure Project presentation. • Develop and present recommendations to the Director for solving issues that arise during the implementation of the project. • Assist the Director in end-to-end project management and preparation of reports for higher authorities. • Organization of work and successful completion of work missions conducted by IFIs. • Implementation of the recommendations of the IFI monitoring missions specified in the "Notice to Proceed" following the results of the working mission. • Managing project personnel, monitoring employee performance and compliance with labor discipline, including resolving labor disputes. • Sending notifications to the management of the Center about sending project employees on in-country business trips and foreign countries and monitoring the effective implementation of the business trip. • Inform the center Director about issues requiring high-level solutions, as well as issues of inter-ministerial coordination. • Liaise with local authorities and participating project administrations to ensure successful implementation of project activities. • Preparing the final project completion report and other duties as per the position. |

Professional requirements |
- Higher education in economics, finance, management and project management. - At least 5 years of professional experience in the field of investment projects. - Experience in interaction with government agencies, international financial institutions, local governments. - Good knowledge in the field of agriculture. - High analytical abilities and management skills. - Good communication skills - Confident PC user: Word, Excel, PPP. - Language abilities: fluent in English and Uzbek. Knowledge of Russian is welcome. |
