Helvetas supports the Ministry of Higher and Secondary Specialized Education (MoHSSE) in the process of reform of VET system in Uzbekistan, through the Swiss-funded "Support of VET Reform Project". The main goal of the project is to contribute to more gainful employment of VET graduates through improved access to the labour market. This will be achieved through a systemic approach, fostering strong coordination within the state structures as well as between the state and the economic actors. The project started its first phase of 4 years (2022-2025) and we are looking for Consultant on the development of practical Guidelines for designing and building an effective monitoring system for VET providers for a short-term contract.
1. Background
The VET sector in Uzbekistan is undergoing a large-scale reform with many fundamental changes triggered by presidential decrees published between 2017 and 2019. The Education Sector Plan (ESP 2019–2023) is one of the instruments elaborated by the Cabinet of Ministers to strengthen the education sector as a whole. The Government is paying special attention to ensuring that the VET system can address the current needs of the labor market. However, the assessment of the VET sector shows that the current state of the system does not yet meet modern requirements (e.g. outdated curricula and training material, failing relations with employers, lack of IT hardware), which points to the need for more fundamental reforms. In particular, the country needs to establish a more diversified corporate culture and promote entrepreneurship skills, training, and professional development based on business needs.
The Swiss Agency for Development Cooperation has commissioned Helvetas Swiss Intercooperation the implementation of the "Support to VET Reforms Project in Uzbekistan" (VET4UZ). The project aims to provide support to stakeholders in operationalizing VET reforms in terms of governance, quality assurance, private sector, and industries participation as well as teaching capacities, to ensure and promote flexibility and consistency between the vocational education system and the labour market to serve national and regional economic development priorities. The project is now in its Operational Phase 1 of 4 years (2021-2025). VET providers face increasing pressures to respond effectively to the demands of employers, internal and external stakeholders, and labor market needs. A robust monitoring system is critical to ensure accountability, transparency, and continuous improvement. This system should: • Shift from input-based to outcome-based approaches; • Integrate stakeholder feedback (students, employer, staff); • Use data to drive quality enhancement and decision making; • Promote continuous improvement and accountability. The consultancy will support VET providers in designing and implementing robust monitoring systems that incorporate follow-up external quality assurance (EQA) processes, self-evaluation mechanisms, and regular reporting schemes.
2. Objectives of the Consultancy
The main objective of this consultancy is to develop comprehensive guidelines for designing and operationalizing systemic and cyclical monitoring processes for VET providers. These systems should align with international standards and promote accountability, transparency, and continuous improvement within the institutions. The consultant will work under the guidance of and together with the Senior Quality Assurance Expert in VET.
3. Main tasks of the Expert The Consultant will be responsible for the following tasks: 1. Assess Current Practices o Review existing monitoring, evaluation, and reporting frameworks within VET providers. o Identify gaps in current monitoring systems at pilot VET providers in relation to best practices. 2. Develop Guidelines o Design a practical and results-oriented monitoring framework that: - Covers cyclical review processes (planning, data collection, analysis and action) - Clarifies program objectives - Links activities and their resources to objectives - Translates objectives into performance indicators and sets targets - Routinely collects data on these indicators, compares actual results with targets - Analyzes why intended results were not achieved - Reports progress to managers and alerts them to problems - Offers recommendations for improvement o Outline processes for integrating monitoring into the project cycle. o Include all main processes of monitoring (process of setting and agreeing upon outcomes, translating outcomes into outcome indicators, setting baselines, data collection, setting performance indicator targets, analyzing performance data and quality evaluation findings, reporting and communicating findings, follow-up) o Develop templates, tools, checklists and references used in monitoring. o Include specific guidance on data management methodologies covering collection, storage, analysis, and reporting of both quantitative and qualitative data o Integrate a comprehensive PDCA (Plan-Do-Check-Act) continuous improvement cycle into the monitoring framework o Develop strategies for technology integration that consider existing IT capabilities of VET providers 3. Provide Capacity-Building Support o Train stakeholders on the use of the developed monitoring guidelines. o Conduct workshops to ensure alignment and understanding among VET providers and stakeholders. 4. Facilitate Implementation o Oversee the process of piloting of guidelines in selected VET institutions using a participatory approach involving key stakeholders. o Incorporate feedback to refine tools and methodologies. o Develop a sustainability plan for long-term implementation including resource requirements and institutional capacity building needs
4. Expected results, deliverables, and deadlines The following deliverables are expected at the end of the consultancy, with an indicative allocation of days and deadlines:

5. Working Methodology The consultant will propose and agree with the Senior Quality Assurance Expert in VET about the working methodology.
6. Timeframe of the Assignment The assignment will last 51 workdays, for the period from 30th of April to 28th of September 2025.
7. Logistics Logistics and costs related to the field visits and conducting the presentation workshop will be covered by the project.
8. Reporting The consultant will provide the deliverables/inputs planned based on the schedule approved. |

Professional requirements |
Education and Professional experience Mandatory • Advanced university degree (Masters or equivalent) in the field of education, social sciences, or other relevant field • Good knowledge of the recent developments of the VET reform in Uzbekistan (2018-2024) • At least 5 years of relevant professional experience in the field of quality assurance, monitoring and evaluation in education system, particularly experience working at system and institutional levels • Good knowledge of the VET quality assurance system • Familiarity of national context of quality assurance, internationally recognized quality assurance models, monitoring frameworks and tools in VET
Methodological and/or leadership competencies • Strong organizational, reporting, and communication (both oral and written) skills with ability to deliver on time • Proven record of analytical and drafting skills, demonstrated quality writing skills • Ability to work under pressure, manage heavy workloads and meet tight deadlines, paying close attention to details and quality of work • Ability to engage and form effective working relationships with counterparts and colleagues
Social and personal competencies • Good analytical skills • Excellent presentation, argumentation, and facilitation skills • Ability to work independently and with minimal support
