| Duties | The consultant will work closely with the Senior Business Analyst / Service Designer and relevant NASP departments to carry out the following tasks: ________________________________________ Task 1. Technical Design and Architecture • Analysis of all functional and non-functional requirements provided by the business analyst. • Development of the technical architecture covering: o Mobile application for social workers o Web panel for social workers o Web panel for supervisors o Web panel for operators o KPI platform o Tracking platform o ERP platform o CRM platform o Situational management platform o Document workflow platform o Task management platform o Monitoring platform • Preparation of the Architecture Design Document (ADD). Deliverable: Architecture Design Document (ADD). ________________________________________ Task 2. System Design Development Necessary inputs for creating the prototype and design mockups: • User scenarios and user roles • List of screens and functional modules • Requirements for navigation and interface structure • Brand guide or style requirements (colors, fonts, logos) • Functional requirements for each screen • Requirements for responsiveness (mobile/web versions) • List of required interface components (buttons, forms, tables, cards, etc.) • References or sample interfaces (optional, based on client preferences) Deliverable: UX prototype and UI design mockups for all interfaces. ________________________________________ Task 3. Development Support and Implementation The designer provides full support during development, including: • Transferring design layouts to developers (handoff) and providing implementation consultations • Verifying the compliance of implemented interfaces with approved designs • Rapid adjustments during development • Explaining design logic to developers and resolving conflicts with technical constraints • Creating additional screens if business requirements change • Ensuring visual quality control of the final product • Interface testing before release and optimization based on real data • Conducting NASP IT staff training (2–3 workshops) • Delivering full source files, documentation, and deployment scripts Deliverable: Fully implemented interface consistent with approved designs and updated according to development needs. |

| Professional requirements | Education • Bachelor's or Master's degree in Computer Science, Software Engineering, or related fields. Professional Experience • Minimum 5 years in full-stack or mobile development • Experience developing mobile applications with GPS, offline mode, and media uploads • Experience building admin panels and analytics modules • Experience digitalizing public services or social services is an advantage Technical Skills • Frontend: React / Vue / Angular • Mobile: Flutter / Kotlin / React Native • Backend: Node.js / Python / Java / .NET • Databases: PostgreSQL / MySQL • Architectures: REST API, microservices (optional) • DevOps: Docker, CI/CD • Data security practices Soft Skills • Strong communication and documentation skills • Ability to work under tight deadlines • Analytical and systems thinking Language Requirements Working languages: Russian and/or Uzbek. All key deliverables must be provided in Russian and/or English. |
