| Duties | Position holder will be located at Ministry of Ecology, Environmental Protection and Climate Change of the Republic of Uzbekistan and reports to the Ministry The Team leader / Biodiversity Expert seated in the MoEEPCC will be responsible for coordination and implementation of project "Food System, Land Use and Restoration Impact Program in Uzbekistan" activities under Component 3, and will act as liaison or focal point between MoEEPCC and the FAO Rep. Office in Uzbekistan. Preparing and submitting reports to Project National Coordinator and PSC according to agreed M&E plan in accordance with the prescribed forms and deadlines with the responsible employees of the Ministry in agreed format and calendar, and suggest the gaps and opportunities that would be most suitable for the interventions being designed for the project target regions Karakalpakstan, Khorezm and Qashqadaryo provinces. In addition, organizing the implementation of the tasks defined in the Operational Partner Agreement (OPA) signed between the MoEEPCC and FAO, together with the officials of the Ministry. The Team leader / Biodiversity Expert will be responsible for: - Assess and Present quarterly, six monthly and yearly financial reporting of the project activities under Component 3 as per the OPA on time; - Support in formulation of OPA budget - Support administrative reporting of the project activities per the OPA - Act as a resource person in workshops and land planning events as per the OPA with FAO - Preparation of Terms of Reference and Contracts required to implement AWP/B project activities as per the OPA with FAO; - Coordinate implementation of project activities under Component 3; - Organization of recruitment of international and local consultants based on OPA and analysis of their reports - Review and analysis biodiversity status in Uzbekistan relevant to the current project - Number of ha of land under effective management and land degradation avoided/ reduced/restored in habitats such as riparian zones for enhanced biodiversity conservation, ecosystem connectivity and species conservation - Propose technical options to develop ILM, farm and value chain level interventions, including effective biodiversity and climate-smart options - A number of mechanisms or models developed for sharing of benefits derived from increased coordination of land planning and use. - Participation in field visits and workshops as required throughout the project implementation process, with support from FAO-UZ - Formulation of a strategy for the sustainability and scaling out of project impacts under Component 3, to achieve the large-scale transformational impact required by the FOLUR Impact Program - Carrying out any other activities relevant to this assignment Expected Outputs 1. First summary of the financial reporting of the project activities as per the OPA with FAO. 2. Report on administrative issues of the project activities under Component 3 as per the OPA 3. Report the Review and analysis biodiversity status in Uzbekistan relevant to the current project 4. Calculation of the benefits of the proposed technical options to project core GEF indicators including justification related to component 3. 5. Proposals for project interventions including relevant project activities and budget Timeline: To be finalized within three months of the assignment |
