Description: |
Project INSON financed by the World Bank aims to comprehensively modernize and strengthen Uzbekistan's social protection system by implementing the following 4 components:
Component 1: Strengthening integration and response to shocks to the social protection system (environmental risks, climate shocks). The component envisages implementation of programs and projects to: - Increasing the integration and resilience of the extremely poor and vulnerable populations exposed to environmental risks, by increasing the capacity of INSON social service centers to assess needs, coordinate support provided in emergency situations, and integrate the provision of social benefits and services. - Introducing climate change adaptation elements to increase the resilience of vulnerable populations to climate shocks such as floods, increased annual average air temperature and droughts; - developing mechanisms to improve the responsiveness of the social protection system to other types of variable shocks.
Component 2: Improving access to quality social services for vulnerable populations. The component provides for: - Developing minimal standards for the quality and cost of social services; - Establishing coordinated management for multi-sectoral services for survivors of gender-based violence; - transforming specialized vocational education schools into resource centers for inclusive education; - Increasing access to social services for vulnerable people including rehabilitation services and those vulnerable to climate shocks by piloting and implementing Territorial Social Service Centers (TSSCs) at community level up to 55 centers (14 at regional level, 15 in big cities, 10 at district level, 16 at mahalla level). -employment of beneficiaries, including skills development of the poor and their subsequent employment, and lifting them out of poverty; - phased subcontracting of social services to private providers (both commercial and non-commercial).
Component 3: Management, monitoring and evaluation of the INSON Project and institutional strengthening of the NASP system by financing: -training of NASP and Research Institute staff in research and analytical methodologies; - operational costs for collecting, processing and analyzing qualitative and quantitative data in social protection research; - subscriptions to scholarly journals and online libraries to create a library of social protection resources; - purchasing software licenses for qualitative and quantitative research; - purchase of tablets and other IT equipment to support data collection.
Component 4: Responding to Unforeseen Emergencies by providing rapid access to undeveloped project funds to support response to an eligible crisis or emergency, including natural disaster and climate change-related incidents. The main objective of this Component is to enable the project to quickly mobilize financial resources to address emergencies requiring immediate attention. |
