Senior IT Consultant on Assessment of Information Systems & development of Modernization Plan

Duties NASP will coordinate access to government integration counterparts and provide existing documentation of integration protocols. Under the supervision of Head of IT Division / PIU and in close coordination with relevant departments, the Consultant will perform, at minimum, the following tasks:
Task 1. Assessment of the IS Ecosystem and Infrastructure
Review and document the current IS landscape, including:
• Core business applications and modules (social protection programs, payments, case management, etc.).
• Databases, data warehouses, reporting and analytics tools.
• Integration mechanisms with internal and external systems (APIs, ESB, data exchange formats, etc.).
• Infrastructure (on premise / cloud, servers, storage, network, backup, disaster recovery).
• Security components (identity and access management, logging and monitoring, cybersecurity controls).
Assess:
• System architecture, scalability, and performance.
• Data quality, consistency, and data governance, data lifecycle, master data management, privacy safeguards.
• Compliance with national standards, regulations, and relevant international best practices.
• Operational processes (change management, incident management, release management, documentation).
• Identify key risks, gaps, bottlenecks, and technical debt affecting reliability, security, performance, and maintainability.
Deliverable: IS Assessment Report with clear findings including diagrams of current architecture and data flows, risk assessment, prioritized findings and recommendations.
Task 2. Development of an IS Improvement / Modernization Plan
• Based on the assessment, formulate a target architecture vision for NASP's IS ecosystem (short , medium , and long term).
Propose prioritized improvement initiatives, which may include:
• System consolidation or replacement.
• Architecture redesign (modularization, microservices, integration patterns).
• Infrastructure upgrades or migration (e.g., to cloud / hybrid).
• Security strengthening and data protection measures.
• Improvements in data management, analytics, and reporting.
• Process improvements in IT operations and governance.
For each initiative, define:
• Objective and expected benefits.
• Dependencies and preconditions.
• Suggested implementation approach (phasing, quick wins vs. long term actions).
• High level timeline.
Deliverable: IS Improvement/Modernization Plan (roadmap document with prioritized initiatives, milestones, implementation assumptions and dependencies).
Task 3. Analysis of Required Specialists and Budget Estimation
Identify the human resources required to implement the proposed plan, including:
• Internal roles (e.g., system architects, business analysts, developers, DevOps, cybersecurity specialists, DBAs, project managers, QA, etc.).
• External expertise (e.g., vendors/implementers, integration partners, security auditors).
• Prepare a skills and competencies matrix for each role, including estimated workload (FTE/months) and duration of involvement.
Estimate the overall budget for implementation, covering:
• Software licenses / subscriptions.
• Hardware / cloud infrastructure costs.
• External services and consulting.
• Training and change management activities, if applicable.
• Provide budget scenarios if relevant (e.g., minimal / optimal / extended scope).
Deliverable: HR Requirements and Budget Estimate Report.
Task 4. Preparation of the Project Terms of Reference (ToR)
Based on Tasks 1–3, draft a Comprehensive Project ToR that can be used for:
• Procurement of implementation services (e.g., system integrators, software vendors).
• Internal planning and approval of the modernization project.
The Project ToR should typically include:
• Background and context.
• Objectives and expected results of the modernization project.
• Detailed scope and main components of the project.
• Functional and non functional requirements at high level.
• Technical and architectural requirements, integration requirements.
• Security, data protection, and compliance requirements.
• Implementation approach, phases, and indicative timelines.
• Governance, reporting, and quality assurance arrangements.
• Required deliverables and acceptance criteria.
• Indicative budget ranges and resource plan.
Deliverable: Final Project ToR Document aligned with WB/NASP formats (for NASP approval and future tender/procurement).

Professional requirements The ideal candidate should meet the following minimum requirements:
Education
• University degree in Computer Science, Information Systems, Software Engineering, or related field.
• Advanced degree and/or relevant professional certifications (e.g., TOGAF, ITIL, PMP, CISSP, CISA) are an asset.
Professional Experience
• At least 7 years of progressive experience in IT consulting, system architecture, or large scale IT project design and implementation.
• At least 10 years of progressively responsible professional experience in information systems, IT infrastructure, or digital transformation projects.
• Minimum 5 years of experience leading or conducting IT systems assessments, enterprise architecture reviews, or IS modernization initiatives.
Proven experience in:
• Conducting IT/IS review and assessments for complex organizations, preferably in the public sector.
• Designing enterprise architectures and modernization roadmaps.
• Preparing ToR / RFP documents for large IT projects or system integrator contracts.
• Working with government, social protection, e government or similar domains is a strong advantage.
• Demonstrated experience in budget estimation and resource planning for IT projects.
Technical Skills
Strong knowledge of:
• Enterprise and solution architecture (monolithic vs. modular/microservices, integration patterns, APIs).
• Databases, data warehouses, BI/analytics.
• Infrastructure (on premise, cloud, virtualization, containers).
• Information security, identity and access management, data protection.
• IT service management and governance (ITIL or similar).
• Familiarity with internationally recognized standards and best practices (e.g. ITIL, TOGAF, COBIT, ISO/IEC 27001 or equivalent) is an advantage.
• Familiarity with national e government standards, integration platforms, and relevant local regulations is an asset.
Soft Skills
• Excellent analytical and problem solving skills.
• Strong communication and facilitation skills; ability to work with both technical and non technical stakeholders.
• Ability to produce clear, structured documentation in working language English and/or Russian.

Language Requirements:

• Working language(s): English and/or Russian for meetings and discussions.
• All main deliverables (reports, plans, ToR) shall be submitted in English and/or Russian as required by NASP.
