Organizational Setting FAO Uzbekistan is implementing the project "TCP/UZB/4003 - Support to the revision of the Land Code". This project aims to strengthen the legal framework in Uzbekistan to provide more secure land tenure, particularly to smallholder farmers, and to facilitate agricultural land markets.
Reporting Lines The National Legal Expert on Land Issues will work under the overall supervision of the Assistant FAO Representative in Uzbekistan, the direct technical supervision of both the Lead Technical Officer of the project and the Legal Officer, and in the day-to-day coordination of the FAO Uzbekistan Country Office. The National Legal Expert on Land Issues will also work under the technical guidance of project international consultants and in close cooperation with national project consultants and relevant national stakeholders.
Technical Focus This assignment will support the FAO Uzbekistan Country Office implement the project "Support to the revision of the Land Code". The project will comprehensively review and assess the Land Code and, through a process of muti-stakeholder consultations, produce a report with recommendations on the topics of protection of land rights, agricultural land market development and regulation, and effective land use for sustainable land management.
Tasks and Responsibilities The National Legal Expert on Land Issues will perform the following tasks: • Carry out the review and assessment of the Land Code and any other relevant legislation related to land relations; • Contribute to the drafting of the assessment report containing recommendations; • Provide policy and legal recommendations related to enhanced management of agricultural land; • Support the Ministry of Agriculture during the consultation process; • Participate in the meetings of the Technical Working Group, other meetings with relevant stakeholders in the country, and participate in the workshops and seminars as required; • Contribute to the drafting/reviewing of technical products and reports during project implementation; • Contribute to development and implementation of training programme and awareness raising on the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security; and • Assist in the development and presentation of final documents, recommendations and guidelines to policymakers.
KEY PERFORMANCE INDICATORS Expected Outputs: Workplan Draft analytical report on the assessment and review of the existing Land Code Prepare draft recommendations (and revise as needed) for amendments to the Land Code

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements • University degree in Law or a closely related field. • At least 5 years of experience in legal matters pertaining to land, agriculture, land markets or a closely related field. • Working knowledge and able to communicate effectively in English/Russian/Uzbek languages. • National of Uzbekistan or resident in the country with a valid work permit.

Technical/Functional Skills • Extent and relevance of experience in reviewing, assessing and drafting legislation in Uzbekistan. • Extent and relevance of experience in providing policy and legal recommendations. • Familiarity with agricultural land management principals, access to agricultural land, and/or agricultural land market development. • Advanced level of written and spoken English will be considered assets. |
