Duties |
The scope of the services to be provided by the GC will include:
1.Strategic Planning and Oversight: a. Develop and implement strategies, development plans, and budgets related to digital health reform aligning with the Ministry's goals and objectives. b. Oversee the implementation of the Masterplan/Roadmap, including IT packages and accompanying measures. c. Ensure the development and maintenance of legal, policy, and organizational frameworks necessary for successful digital health reform.
2. Policy Development and Compliance: a. Organize the preparation of draft legislation related to the activities of DHMU and forward relevant proposals to the Ministry. b. Ensure compliance with legislation governing the activities of DHMU and report to the minister responsible for the area as well as the digitalization Steering Committee.
3. Stakeholder Engagement and Representation: a. Represent DHMU in relations with state and local government agencies, other institutions, and in court. b. Collaborate with research institutions, healthcare providers, and other stakeholders to ensure effective governance and compliance with digital health initiatives.
4. Financial and Resource Management: a. Prepare and manage budgets for DHMU projects, monitoring expenditures to ensure alignment with project goals. b. Dispose of budgetary resources and state property held by DHMU, ensuring its preservation and targeted use.
5. Organizational Leadership: a. Plan, manage and monitor the activities of DHMU and its staff, including hiring, supervising, and applying incentives or warnings as necessary. b. Approve work plans, reports, bylaws of structural units, and other documents regulating the organization of work. |

Professional requirements |
The successful offeror shall meet the following minimum qualification criteria. Not meeting these criteria automatically leads to disqualification from the recruitment process: ● Master's degree in relevant field. ● Minimum 10 years of overall professional experience. ● At least 5 years in a managerial role in a relevant area (i.e., healthcare, IT, social, digitalization). ● Fluency in written and spoken English, Uzbek, and Russian.
EVALUATION CRITERIA:
General qualification: ● Medical degree (MD or equivalent) or Master's degree in Healthcare Administration, Public Health, or a field related to digitalization (holding additional professional education or advanced training programs in relevant fields is beneficial). ● Multiple years of experience in a leadership or management role demonstrating responsibility for strategic planning, policy development, or organizational change within a healthcare setting. ● Multiple years of experience in the healthcare/public health sector (at least 5 years of experience is preferred & enables minimum score for this criterion).
Other experience: ● Proven track record of successful project management and implementation within the healthcare sector. ● Demonstrated understanding of digital health technologies and their application in improving healthcare delivery. ● Experience in strategic planning and execution, aligning initiatives with organizational goals. ● Demonstrated experience in building strong relationships and fostering collaboration with diverse stakeholders, including healthcare providers, government officials, and international partners. |
