Job Announcement: Consultant on the development of a structured training course on QA

Helvetas supports the Ministry of Higher and Secondary Specialized Education (MoHSSE) in the process of reform of VET system in Uzbekistan, through the Swiss-funded "Support of VET Reform Project". The main goal of the project is to contribute to more gainful employment of VET graduates through improved access to the labour market. This will be achieved through a systemic approach, fostering strong coordination within the state structures as well as between the state and the economic actors. The project started its first phase of 4 years (2022-2025) and we are looking for Consultant on the development of a structured training course on QA for a short-term contract.

1. Background

The VET sector in Uzbekistan is undergoing a large-scale reform with many fundamental changes triggered by presidential decrees published between 2017 and 2019. The Education Sector Plan (ESP 2019–2023) is one of the instruments elaborated by the Cabinet of Ministers to strengthen the education sector as a whole. The Government is paying special attention to ensuring that the VET system can address the current needs of the labor market. However, the assessment of the VET sector shows that the current state of the system does not yet meet modern requirements (e.g. outdated curricula and training material, failing relations with employers, lack of IT hardware), which points to the need for more fundamental reforms. In particular, the country needs to establish a more diversified corporate culture and promote entrepreneurship skills, training, and professional development based on business needs.
The Swiss Agency for Development Cooperation has commissioned Helvetas Swiss Intercooperation the implementation of the "Support to VET Reforms Project in Uzbekistan" (VET4UZ). The project aims to provide support to stakeholders in operationalizing VET reforms in terms of governance, quality assurance, private sector, and industries participation as well as teaching capacities, to ensure and promote flexibility and consistency between the vocational education system and the labour market to serve national and regional economic development priorities. The project is now in its Operational Phase 1 of 4 years (2021-2025).
A significant focus of the project has been on enhancing the institutional capacity of project partners and pilot VET providers in quality assurance (QA). The capacity-building initiatives implemented so far have been tested and validated in practice, laying a solid foundation for piloting QA processes within selected VET providers. Additionally, national trainers have been trained to continue delivering these activities. However, ensuring the system-wide adoption of the QA framework developed within the project and guaranteeing its sustainability require capacity-building efforts beyond the pilot institutions. To achieve this, it is necessary to develop a structured training course that can be integrated into the periodic mandatory in-service training provided by the Institute for VET Development.

2. Objectives of the Consultancy

The main objective of this consultancy is to develop a structured training programme on QA for VET providers and to build the capacity of local trainers to deliver the course. The training programme should address the QA capacity gaps identified within the VET4UZ project and focus on enhancing the competencies of VET managers, teachers, and employers. It should equip them with the necessary knowledge and skills – both soft and technical – to effectively fulfill their QA roles and responsibilities.
The consultant will work under the guidance of and together with the Senior Quality Assurance Expert in VET.

3. Main tasks of the Expert
The Consultant will be responsible for the following tasks:
1. Conduct a Training Needs Assessment:
o Review existing QA training materials developed within the VET4UZ project.
o Identify key QA capacity gaps and consult with key stakeholders, including the Institute for VET Development, pilot VET providers, and national trainers, to ensure alignment with national training priorities.
2. Design a Structured Training Programme on QA for VET Providers:
o Develop a competency-based training curriculum that aligns with the QA framework established within the VET4UZ project.
o Ensure the training programme is modular and adaptable for different target groups (e.g., VET managers, teachers, and employers).
o Integrate interactive methodologies such as case studies, group work, and real-world problem-solving exercises.
o Prepare detailed training materials, including workbooks, presentations, assessment tools and reading materials.
3. Develop Capacity-Building Strategy:
o Propose mechanisms for integrating the training course into the mandatory in-service training programme of the Institute for VET Development.
4. Train Local Trainers:
o Conduct a training-of-trainers (ToT) session to equip national trainers with the knowledge and skills to deliver the course.
o Provide coaching and mentorship to trainers during the initial rollout of the programme.
5. Provide Recommendations for scaling up:
• Incorporate feedback from pilot training sessions and ToT activities to finalize training materials.
• Develop a sustainability plan for continuous implementation of the training course within the national QA system.

4. Expected results, deliverables, and deadlines
The following deliverables are expected at the end of the consultancy, with an indicative allocation of days and deadlines:

5. Working Methodology
The consultant will propose and agree with the Senior Quality Assurance Expert in VET about the working methodology.

6. Timeframe of the Assignment
The assignment will last 64 workdays, for the period from 30th of April to 28th of August 2025.

7. Logistics
Logistics and costs related to the field visits and conducting the presentation workshop will be covered by the project.

8. Reporting
The consultant will provide the deliverables/inputs planned based on the schedule approved.

Mandatory
• Advanced university degree (Masters or equivalent) in the field of education, social sciences, or other relevant field. Additional certifications in instructional design, training development, or quality assurance in education are desirable.
• Good knowledge of the recent developments of the VET reform in Uzbekistan (2018-2024)
• At least 5 years of relevant professional experience in the field of adult training, quality assurance in education system, particularly experience working at system and institutional levels
• Proven experience in conducting training needs assessments, curriculum development, and developing training programmes
• Familiarity of national context of quality assurance, internationally recognized quality assurance models and frameworks in VET

Methodological and/or leadership competencies
• Strong organizational, reporting, and communication (both oral and written) skills with ability to deliver on time
• In-depth knowledge of QA principles, tools, and standards, including self-evaluation, institutional assessment, and accreditation processes
• Proven ability to design and deliver competency-based training using interactive and adult-learning methodologies
• Ability to work under pressure, manage heavy workloads and meet tight deadlines, paying close attention to details and quality of work
• Ability to engage and form effective working relationships with counterparts and colleagues

Social and personal competencies
• High degree of self-initiative, integrity, and results orientation
• Excellent presentation, argumentation, and facilitation skills
• Ability to work independently and with minimal support
