The objective of the assignment is to develop an integrated monitoring and evaluation of the project, monitoring the components and subcomponents, provide technical guidance and training for the staff responsible for monitoring the components and subcomponents of the project in the regional branches of the implementing agency.
The monitoring and evaluation specialist is responsible for monitoring and evaluation (M&E) activities in the framework of the overall project implementation. His responsibilities will include:
- Guiding the establishment of the M&E system and strategy, including identification of data sources, collection methods and frequency of data-collection, implementation of data collection, approach to data validation, data-analysis and reporting systems, and oversee effective compliance by the implementing agencies; - Developing a detailed M&E budget and calendar of M&E activities; - Develop M&E plan for each of the project activities and ensure it is modified and updated as improved information becomes available (updating indicators, baselines, and targets upon the receipt of information from technical studies or better statistical information on income and/or poverty); - Collaborate with the Procurement Officer to prepare and conduct procurement of various M&E contracts; - Maintaining an M&E system which will track progress in all project subcomponents, both in terms of financial indicators, and in the implementation of the intended objectives of the project; - Monitoring the performance of all contracts under the project on the basis of agreed criteria - Providing monthly and quarterly reports to the PMU, which will be submitted to the WB and other donors; - Close cooperation with the persons responsible for M & E in each executive agency in order to collect, analyze and summarize the necessary information; - Provide technical support and capacity building for a responsible M&E specialist in various implementing agencies; - Monitoring of the results of monitoring, including mid-term evaluation of the project's all components, which can be used by the managers and executives of the implementing agencies in assessing the effectiveness of the project, as well as end-of-project evaluation, which can be used to evaluate the effectiveness of the project after it is completion; - Coordinate the compilation of project baselines and compare data for project impact assessment based on progress achieved in implementation and development; - Coordinate and/or execute special studies and ad hoc evaluations, as needed, to assess activity impacts and collect key outputs and process indicators for the Project components based on the project description and consultations with teams (implementing agencies, PSC, other stakeholders, etc.) leading specific project components and sub-components; - Review data from surveys, official statistics and other sources, and ensure that the information provided by the M & E is accurate, accessible and up-to-date; - Ensure M&E databases are updated routinely - Work with the communication team to support evidence-based project communication and advocacy related activities, including project publications, updates, newsletters, brochures, webpages, etc. - Consolidate and document lessons learnt during implementation and upon completion; share lessons learnt with project management and stakeholders - Flag potential risks or challenges emerging from monitoring information; - Organize and oversee regular data quality reviews; - Other responsibilities assigned by the management of the Executing Agency and PMU. |

REQUIRED QUALIFICATIONS AND FRAMEWORK FOR EVALUATION (EVALUATION CRITERIA) The monitoring and evaluation specialist should have: - Higher education in economics, finance, management or related field with a focus on the quantitative analysis of programs; - 3-year work experience including 1-year work experience in database management, monitoring and evaluation of activities, preferably in similar projects financed by an international financial institution; - Excellent analytical skills and the ability to summarize disparate information in a clear and concise manner; - Excellent research and data collection methodology skills; - Ability to undertake regular field visits and interact with Project stakeholders; - Skills in supporting staff with a variety of levels of knowledge and capabilities; - Capacity to manage a variety of tasks and demands with minimal supervision in a responsible and flexible manner; - Excellent written and verbal communication skills in English, Russian and Uzbek; and - Experience using specialized computer programs, in particular, statistical analysis packages and databases. - Fluency in English, Russian and Uzbek languages; |

This position is a full-time and the specialist is obliged to work in Uzbekistan during the contract period as PIU Staff. The calculation of the amount of remuneration includes all expenses for international and national flights, accommodation, per diem and travel within and abroad of the Republic of Uzbekistan. The cost of remuneration is calculated based on a fixed payment for work.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" July 2016 (revised in February 2025) ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest.
A Coordinator will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations.
