About the programme
The project Accelerating English Language Learning in Central Asia focuses on the improvement of the quality of Initial English Language Teacher Education (IELTE) across the region, the modernisation of the Continuing Professional Development (CPD) policies and practices, and promotion of inclusive educational practices and policies across the education system. The aim of the project is for English language teachers in Uzbekistan, Kazakhstan, Tajikistan, Kyrgyzstan and Turkmenistan, to become more effective in teaching English at all levels. This should ultimately boost student attainment and result in more inclusive educational systems, driving improved student attainment and contributing significantly to the development of human capital and economic growth in Central Asian countries.
Role Purpose
The purpose of this role is to oversee the development and execution of marketing and communications planning and implementation (internal and external) for the AELLCA programme across the five Central Asia countries. The Communications Manager will be responsible for internal communications, external communications planning and delivery, including media, PR, crisis communication and stakeholder communications for the programme. The role may include visits to Central Asia countries and will involve engagement in key milestone events. Main tasks and accountabilities • Develops the programme's communications strategy and plan and manages its implementation, ensuring that the plan has real impact and that is in line with the communications plan for this project. • Manages delivery of internal and external programme communications campaigns, advice and activities, ensuring that messages are consistent. • Leads and manages all project media relations activities. • Manages the development of messages, reports, impact stories, press releases, social media, internal communications and updates relating to the programme. • Ensures the programme team and customer-facing staff are updated and informed. • Monitors social media and responds where needed. |

Role specific skills, knowledge and experience
Minimum/essential: • Considerable experience in managing communications within a large and complex organisation • Demonstrable experience in providing expert advice and guidance on internal and external communications • Demonstrable experience in managing and mitigating internal and external communications risks and crises Desirable: • Experience of working in a global organisation • Experience of managing communication strategies for large-scale donor funded programmes (e.g. FCDO, EU). • A good knowledge of the media landscape across Central Asia
Language Requirements The British Council systems and global processes operate in English. Written and verbal proficiency in English is required, along with excellent English writing and presentation skills. At least C1 local language (spoken in the countries that you are applying to work in).
Education Relevant degree, e.g. in communications, journalism or marketing, or an equivalent level of experience. |

Position: Marketing and Communications Manager
Location: Tashkent, Uzbekistan (largely remote working from home)
Contract Type: Service Provider/Consultancy
The monthly consultancy fee for this post is USD 850.00 paid in local currency, based on a part-time position (50% role, 18.75 hours per week or calculated monthly).
Consultants are responsible for providing a tax registration number/statement issued by the tax authorities for individual entrepreneurs where applicable and are responsible for paying any taxes and Social Fund payments due.
*Consultancy contract will be offered until 31 March 2026*
