Job Announcement: Local Company for Production of Animated Explainer Videos on Dual Education

Helvetas supports the Ministry of Higher and Secondary Specialized Education (MoHSSE) in the process of reform of VET system in Uzbekistan, through the Swiss-funded "Support of VET Reform Project". The main goal of the project is to contribute to more gainful employment of VET graduates through improved access to the labour market. This will be achieved through a systemic approach, fostering strong coordination within the state structures as well as between the state and the economic actors. The project started its first phase of 4 years (2022-2025) and we are looking for Local Company for Production of Animated Explainer Videos on Dual Education for a short-term contract.

I. Context

The Vocational Education and Training (VET) sector in Uzbekistan is undergoing significant transformations aimed at improving educational governance, modernizing curricula, and strengthening collaboration with industry. One of the priorities of the VET4UZ project, implemented by Helvetas Swiss Intercooperation with support from the Swiss Agency for Development and Cooperation (SDC), is to enhance the visibility and public perception of vocational education.

To achieve this, high-quality animated explainer videos are required to effectively communicate the benefits of dual education programs. These videos will serve as educational tools for students, employers, and policymakers by simplifying complex concepts and presenting key information in an engaging and visually appealing format.

II. Objective

The objective of this assignment is to produce a series of professional animated explainer videos that:

 Clearly communicate the advantages of dual education for students and businesses.
 Use engaging storytelling, motion graphics, and visual metaphors to simplify key messages.
 Are optimized for distribution across social media, websites, and public events.

The selected production company will be responsible for concept development, scripting, animation, voiceover, and final video delivery.

III. Scope of Work

The production company will be responsible for the full-cycle creation of animated videos, including pre-production, animation development, post-production, and final delivery. The scope covers the following types of videos:

3.1. Animated Explainer Video 1: Benefits of Dual Education for Students

• Objective: Highlight how dual education supports skill development, career opportunities, and employment readiness.
• Format: Horizontal and vertical (Reels).
• Duration: 1.5–3 minutes.
• Content:
 Overview of dual education in Uzbekistan.
 Key benefits for students (practical skills, career preparation, employment opportunities).
 Real-life scenarios depicted through animation.
 Call to action for students to join dual education programs.

• Expected Outcome: A clear and engaging animated explainer video that informs and motivates students.

3.2. Animated Explainer Video 2: Benefits of Dual Education for Businesses

• Objective: Demonstrate how dual education supports workforce development, cost savings, and talent acquisition.
• Format: Horizontal and vertical (Reels).
• Duration: 1.5–3 minutes.
• Content:
 Explanation of dual education from a business perspective.
 Key benefits for employers (skilled workforce, reduced hiring/training costs, talent retention).
 Animated case study of a company successfully using dual education.
 Call to action encouraging businesses to participate.

• Expected Outcome: An informative and persuasive animated explainer video that encourages employer involvement.

IV. Production Requirements

• High-quality 2D animation with smooth motion graphics.
• Professional voiceover in Uzbek, Russian, and/or English.
• Subtitles in multiple languages (Uzbek, Russian, English).
• Engaging visual style aligned with VET4UZ branding.
• Optimized for social media, websites, and presentations.

V. Deliverables vs timeline

1. Initial meeting, defining objectives, concept discussions – February 2025
2. Drafting scripts and storyboards for both videos - Feb-March 2025
3. Developing animation style, character designs, and visual elements - March-April 2025
4. Animating the two videos based on approved scripts and assets - March-April 2025
5. Implementing revisions based on feedback - April 2025
6. Delivering final versions optimized for distribution - April-May 2025

VI. Methodology

The production process will follow a structured and collaborative approach, ensuring high-quality video output that meets the communication objectives of VET4UZ.

6.1. Pre-Production (Concept & Planning)

• Conduct strategy meetings with the VET4UZ communications team to align video content with project goals.
• Identify and select filming locations, coordinate with students, employers, and experts.
• Develop detailed scripts and storyboards, ensuring clarity in messaging and engagement in storytelling.
• Finalize shooting schedules and logistics.

6.2. Production (Filming & Recording)

• Capture high-quality footage using professional cameras, lighting, and audio equipment.
• Conduct on-site interviews with students, mentors, and industry partners.
• Film real workplace environments, demonstrating hands-on training and professional development.

6.3. Post-Production (Editing & Finalization)

• Edit and enhance all videos with color correction, motion graphics, and subtitles.
• Add branding elements, including VET4UZ and donor logos.
• Prepare different formats for distribution across social media, websites, and events.
• Ensure video localization with subtitles/voiceovers in Uzbek, Russian, and English.
• Conduct final quality checks and submit video drafts for review.

6.4. Final Review & Submission

• Submit final videos in MP4 format, optimized for online and offline use.
• Ensure all videos are ready for immediate distribution through multiple platforms.
• Provide raw footage and editable files upon project completion.

VII. Budget & Logistics

The selected production company must submit a detailed budget breakdown, including travel costs if filming takes place in regional locations.
Payment Terms: Payment will be issued based on the successful completion of each deliverable.

The selected production company must demonstrate proven experience in producing high-quality animated videos.

• At least 3 years of experience in professional animation production.
• Proven expertise in developing explainer videos, motion graphics, and educational content.
• Ability to create engaging and visually compelling animations.
• Experience in working with international development or educational projects is an asset.
• Strong project management skills and ability to meet deadlines.
• Multilingual content production capabilities (Uzbek, Russian, English).

IX. Submission Requirements
Interested production companies must submit:
1.1. Technical Proposal

• Company profile and relevant experience.
• Approach and methodology for animation production.
• Work plan and timeline.
• Examples of past work.

1.2. Financial Proposal

• Detailed cost breakdown (animation, voiceover, sound design, translation, etc.).
• Any applicable taxes and additional costs.
3. Company Registration Documents
• Proof of legal registration in Uzbekistan.
• At least 3 years of experience in animation production.

Deadline for submission: February 15, 2025
