Duties |
The consultant will: • Conduct rapid assessments of tourism potential, infrastructure needs, and environmental conditions at the two PAs. • Facilitate stakeholder consultations with PA management, local communities, and government agencies. • Assist in updating or finalizing PA management plans in line with national guidelines and RESILAND project objectives. • Prepare technical specifications and layout concepts for: o Mobile visitor housing units (eco-lodges, ranger shelters) o Bio-toilets, fire pits, grills, signage, solar-powered lighting • Support the PIU in preparing procurement documentation (specifications, TORs, BoQs). • Advise on optimal site placement of mobile units with minimal ecological disturbance. • Ensure alignment with protected area regulations and sustainable tourism principles. |

Professional requirements |
Required Qualifications • University degree in environmental planning, ecotourism, natural resource management, architecture, or related fields. • At least 7 years of relevant work experience, including in PA or tourism project planning. • Proven experience in developing technical specifications and procurement documents. • Strong understanding of Uzbekistan's environmental legislation and PA management framework. • Excellent written and verbal communication skills in Uzbek and Russian; English is an asset. • Familiarity with World Bank or donor-financed project procedures is a plus. |

Project: Uzbekistan Resilient Landscapes Restoration Project Sub-component 3.1 Duration: 6 months (with possible extension) Location: Tashkent with field visits to Zaamin PA and Central leskhoz of Samarkand PA Reports to: Forestry Agency / Project Implementation Unit (PIU)
Background Under Sub-component 3.1 of the RESILAND Project, the Government of Uzbekistan is improving the management of two protected areas (PAs): Zaamin and Central leskhoz of Samarkand. Given the protected status of these areas, permanent construction is not permitted. Instead, mobile and modular infrastructure will be deployed to support ecotourism and strengthen PA management.
Objectives of the Assignment The objective is to support the planning, design, and procurement preparation for mobile infrastructure (e.g., eco-campsites) and updated PA management plans, while ensuring stakeholder engagement and compliance with national standards and ecological requirements. |
