| Duties | Objectives The main objective of this consultancy is to: • Assess and compile a detailed inventory of hardware, software, networking components, and licensing requirements, ensuring compatibility with the project needs. • Define technical specifications and licensing terms based on user requirements across the Forestry Agency, Design Institute "Yashil Loyiha", State Scientific Design Institute UzDavYerLoyiha, regional branches, and other project-related entities, considering scalability, and cybersecurity. • Ensure compliance with national digital policies, e-Government frameworks and aerospace technology applications for forest monitoring and land management. • Ensure alignment with World Bank procurement policies. Scope of Work The Consultant will: • Review the Project Operations Manual and other relevant documents. • Conduct consultations with relevant staff of the Forestry Agency of Uzbekistan, key stakeholders, and forestry experts to identify anticipated hardware, software and licensing needs, including for planned digital platforms. • Prepare a complete inventory of required IT hardware (e.g., laptops, tablets, servers, printers, networking devices) and software (e.g., operating systems, antivirus, office suites, firewalls, GIS tools), ensuring data storage needs and compatibility with geospatial analysis, remote sensing, and aerial imagery processing. • Provide specifications, estimated quantities, and budgetary estimates. • Indicate warranty periods, support parameters, security aspects, expected performance metrics. • Identify whether the software requires perpetual licenses, subscriptions, or cloud-based solutions. • Identify viable Free Open Source Software options as alternative to commercial software, and make recommendations as to their potential for use, including identifying commercial support options for same • Consult with firms or institutions providing ICT services and software development within the frame of the RESILAND project to ascertain the anticipated hardware and software needs of these planned deliverables. • Recommend procurement packaging options. • Coordinate with the procurement specialist to ensure alignment with World Bank standards. Duration and Location • Duration: 4-6 months • Duty station: Tashkent, with possible travel to regional offices Reporting The consultant will report to the PIU Project Coordinator and collaborate closely with the PIU Procurement Specialist and IT staff. |

| Professional requirements | Qualifications • Bachelor's degree in Information Technology, Computer Science, or related field • At least 5 years of experience in ICT hardware and software assessment or procurement • Familiarity with relational databases, geospatial data storage and analysis, GIS, enterprise office productivity environments would be an advantage • Understanding of cybersecurity, data protection, and cloud-based solutions for government ICT systems. • Knowledge of public procurement procedures (preferably World Bank or ADB projects) • Excellent analytical and communication skills • Fluency in English and Russian; Uzbek is an advantage |

| Additional information: | Background The Government of Uzbekistan with support from the World Bank is implementing the "Uzbekistan Resilient Landscapes Restoration" Project under the regional program "RESILAND CA+" to enhance landscape resilience and regional cooperation. The Project Implementation Unit (PIU) under the Forestry Agency of Uzbekistan is responsible for project coordination and implementation. The project's objective is to increase the area under sustainable landscape management in selected territories of Uzbekistan and to promote cooperation between Uzbekistan and Central Asian countries on the restoration of transboundary landscapes. For Uzbekistan, sustainable landscape management refers to tree-based restoration practices on GLF lands in landscapes within the six designated transboundary corridors. To achieve the project goals, the Forest Agency aim to develop and integrate various ICT platforms for forest landscape restoration and management. These platforms are expected to facilitate data collection, geospatial analysis, monitoring of afforestation and reforestation activities, tracking of forest-related disasters, and supporting policy decisions. To support these efforts, the PIU seeks to engage a qualified national consultant to assess and compile the comprehensive list necessary ICT infrastructure, including hardware, software, networking components, and licensing agreements. The consultant will define technical specifications that align with current and projected needs in forest management, ensuring compatibility with emerging technologies such as GIS tools, remote sensing systems, and aerial imagery processing. This work will provide the foundation for future digital solutions that support data-driven decision-making and environmental sustainability. |
