I. Organizational Context 1. The OSCE Project Co-ordinator in Uzbekistan (PCUz) is mandated to assist the Host Country in its efforts to ensure security and stability, including the fight against terrorism, violent extremism, drug trafficking, and other threats; to support the country's socio-economic and civil society development; to help protect the country's environment; and to assist the government in the implementation of its commitments taken within the OSCE framework, including those related to the development of civil society. The Co-ordinator's activities are carried out on the basis of jointly developed programmes and projects.
2. The incumbent reports directly to the National Project Officer, NP2 and works under the _overall supervision of the Head of Office (HoO) and supports the visibility of the Office's activities implemented in cooperation with the Host Government and civil society in Uzbekistan. In close coordination with programmatic staff, the incumbent contributes to enhancing public awareness of official meetings and events such as roundtables, trainings, and conferences aimed at strengthening national capacities and supporting the implementation of OSCE commitments. Through strategic use of social media and other communication tools, the role promotes transparency, and highlights progress across key areas of engagement.
II. Main Purpose The incumbent is responsible for managing and maintaining the PCUz official website and social media channels - to enhance public engagement and visibility. His/her duties include coordinating the creation and publication of high-quality, multilingual content (English, Uzbek, Russian) in collaboration with programmatic units, targeting specific audiences through various media formats. Additionally, the role of incumbent involves media relations - maintaining contacts, drafting press materials, and organizing briefings - as well as supporting the development and execution of the organization's communication strategy through regular coordination with the COMMS in OSCE Secretariat. He/she will also provide interpretation (Uzbek-English, Russian-English) at meetings involving the Head of Office when required.
III. Work Relationships
Internally, the incumbent reports directly to National Project Officer, NP2 but under overall guidance and supervisor of the Head of Office. The role involves close collaboration with programmatic units to develop content that aligns with project goals and messaging. In addition, the incumbent coordinates with the Communication and Media Relations Unit at the OSCE Secretariat to ensure the Office's communication strategy aligns with the overall organizational standards. Externally, the incumbent engages with the general public and social media audiences through the creation and dissemination of multilingual content aimed at increasing visibility and public awareness. The role also includes maintaining active contact with national and local media representatives, preparing press releases, and organizing media briefings. Interaction with Host Government officials may occur during joint events or official meetings. Furthermore, the incumbent works with civil society organizations to support and promote the visibility of joint initiatives and events.
Tasks and Responsibilities:
• Overseeing the maintenance and management of the PCUz official webpage and social media accounts, including current corporate Facebook, X/Twitter, Telegram and other platforms on a regular basis to enhance public engagement and visibility, and ensuring the target audience is reached and interactively engaged. • Coordinating and finalizing creative, high-quality content for social media platforms targeting specific audiences (texts, graphics, multimedia, etc.) based on inputs from the programmatic units. Posts are published in English, Uzbek, and Russian. • Establishing and maintaining contact information of the relevant Uzbekistan media; drafting press releases and other information materials to the media; organizing press briefings; liaison with COMMS team in OSCE Secretariat in Vienna. • Coordinating development of the PCUz communication strategy and monitoring its implementation. • Accompanying the HoO when required, and assisting with a consecutive interpretation. • Performing other related tasks as assigned.

Professional requirements |
Education: • Completed secondary education, as well as specialized training in the field of Media and Communications, Journalism or other relevant areas
Experience and knowledge/skills: • A minimum of 6 (six) years of working experience as a Communications Specialist, Communications Assistant or a similar role; • Proven experience managing and creating content for websites and social media platforms (Facebook, X/Twitter, Telegram, etc.). • Ability to conduct research and collect information from a variety of sources • Ability to draft press releases, media and other professional communication materials. • Excellent communication abilities (oral and written); • Proven ability to contribute effectively to a multicultural team environment while promoting a collaborative and inclusive team spirit; • Strong attention to detail; • Computer literacy with experience in Word, Excel, PowerPoint, etc. Experience with an ERP software is an asset.

Remuneration Package:
Monthly remuneration, subject to social security deduction, is USD 1319.00 as per the relevant OSCE salary scale. Appointment is made at step 1 of the applicable OSCE salary scale. Duration of contract 5 months and 29 days. |
