Duties |
Objective of the Assignment To provide technical and coordination support to the PIU and FA for the effective implementation of Component 1, including: Policy and institutional reform (Subcomponent 1.1), Development of an ICT Platform (Subcomponent 1.2), and Regional collaboration and knowledge exchange (Subcomponent 1.3). Key Responsibilities • Subcomponent 1.1 – Policy and Institutional Strengthening - Support the coordination of the national working group on forest policy and Forest Code revision - Facilitate stakeholder consultations on the FLR master plan and action plan - Assist in planning and overseeing activities related to the National Forest Inventory (NFI) and National Forest Monitoring System (NFMS) - Coordinate with the Forest Design Institute and Forest Research Institute on applied research and capacity development - Liaise with TSAU and other institutions on educational partnerships and training design - Assist in revising Uzbekistan's LDN targets and preparing submission materials • Subcomponent 1.2 – ICT Platform Development - Coordinate activities related to the development and roll-out of the FLR and Forest Management ICT Platform - Serve as liaison with Korea Forest Service (KFS), national contractors, and ICT consultants - Support training design and capacity-building activities for FA and leskhoz staff, with a gender-inclusive focus - Ensure alignment between platform development and FA's operational needs • Subcomponent 1.3 – Regional Collaboration - Coordinate with CAREC and relevant ministries/agencies for regional activities - Support the creation of the online regional database on CACIP - Facilitate inputs to Memoranda of Understanding and joint protocols on biodiversity corridors, Peace Parks, and transboundary restoration - Support planning and participation in regional knowledge-sharing events Deliverables - Quarterly workplans and progress reports on Component 1 activities - Technical inputs to policy documents (Forest Code draft, FLR master plan, etc.) - Summary reports of coordination meetings with CAREC, KFS, TSAU, and other stakeholders - Monitoring notes and inputs for PIU's reports to the World Bank - Contributions to Results Framework indicators for Component 1 |

Professional requirements |
Qualifications and Experience - Master's degree in environmental sciences, Economics, Management, Public Policy or a related discipline - At least 7 years of professional experience in areas such as forest policy, public sector project coordination, environmental management, or institutional reform - Experience with forest inventory systems, landscape restoration, or ICT platforms for natural resource management is an advantage - Familiarity with World Bank or other international donor-funded projects is highly desirable - Proven skills in stakeholder coordination, policy document preparation, and technical reporting - Excellent written and verbal communication skills - Fluency in Uzbek and English is required; knowledge of Russian is an asset.
Reporting and Work Arrangements The consultant will work under the direct supervision of the PIU Coordinator and will coordinate closely with FA departments, implementing partners (e.g., CAREC, KFS), and national stakeholders. Work will be both in-office (Tashkent) and remote as required, with field travel to project areas when needed. |

Background The Republic of Uzbekistan, with support from the World Bank, is implementing the Resilient Landscapes Restoration Project (RESILAND CA+) to enhance landscape sustainability and resilience in transboundary areas. Component 1 focuses on strengthening institutional capacity, policy, legal frameworks, digital tools, and regional collaboration for forest and landscape restoration (FLR). The Forestry Agency (FA) under the Ministry of Ecology is the implementing agency.
