Background: The Global Food Systems, Land-Use and Restoration (FOLUR) Impact Program (IP) aims to promote sustainable integrated landscapes and efficient food value chains at scale. This initiative targets the transformation of global food systems to become positive contributors to planetary health, biodiversity, and ecological function. The FOLUR Impact Program, supported by a significant financial commitment from the Global Environment Facility (GEF) and co-financing partners, will be implemented across 27 countries with a focus on sustainable integrated landscapes and agricultural commodity value chains. Within this framework, Component 3 of the FOLUR Project in Uzbekistan addresses the "Conservation & Restoration of Natural Habitat." This component aims to enhance conservation and restoration of high nature value ecosystems/habitats within production landscapes, ultimately improving ecosystem services that support agriculture in an equitable and sustainable manner. Objectives of the Assignment: The National Integrated Natural Resources Management Expert will be responsible for providing technical expertise and support to ensure the successful implementation of activities under Component 3 of the FOLUR project. The expert will work closely with project partners, stakeholders, and local communities to enhance natural resources management, restore ecosystems, and promote sustainable livelihoods. Scope of Work: The Expert will be responsible for the following tasks: • Ecosystem Restoration & Management: o Conduct assessments and mapping of degraded ecosystems/habitats in the target project areas. o Develop and implement strategies for ecosystem restoration and sustainable management of 50,000 hectares, applying the LDN (Land Degradation Neutrality) response hierarchy of 'avoid, reduce, and restore'. o Facilitate the identification and establishment of areas for conservation and restoration, ensuring the integration of ILM (Integrated Landscape Management) principles. • Capacity Building & Training: o Develop training curricula and materials on sustainable land management, ecosystem restoration, species identification, plant multiplication, and nature-based solutions. o Train and capacitate 300 individuals (50% women) in ecosystem restoration activities, ensuring inclusivity for youth and women-friendly approaches. o Provide hands-on and theoretical training on ILM, nature-based solutions, and sustainable agricultural practices, ensuring that the training participants can apply their knowledge to restoration activities. • Payment for Ecosystem Services (PES) and Benefit Sharing Models: o Develop and implement PES models to incentivize local communities for engaging in conservation and restoration activities. o Pilot and monitor at least two gender-responsive and inclusive benefit-sharing models involving at least 300 people, ensuring scalability and potential replication in other districts. o Engage with stakeholders to identify opportunities for Public-Private-People Partnerships (PPPP) for the sustainable continuation of ecosystem services. • Sustainable Livelihoods: o Identify and promote alternative livelihood opportunities for community members involved in activities that threaten environmental values. o Work with local communities to develop income-generating activities such as agroforestry, ecotourism, value chains for biodiversity-based products, renewable energy options, and sustainable agricultural practices. o Provide technical support and capacity building to enable women-led initiatives and cooperative partnerships in sustainable agriculture and nature-based solutions.
Monitoring & Evaluation: o Develop and implement a monitoring system to track the progress and impacts of restoration activities, ensuring regular data collection, analysis, and reporting. o Conduct participatory impact assessments to validate the effectiveness of restoration activities, benefit-sharing models, and livelihood options. o Document lessons learned, success stories, and best practices for knowledge sharing and publication on global platforms such as WOCAT (World Overview of Conservation Approaches and Technologies). Collaboration with other Experts within the FOLUR Project: o Collaborates with Data Management Expert (M&E) responsible for Component 4 (monitoring and evaluation) to measure project impact. o Collaborates with Conservation Agriculture Experts (FFS/APFS/SLM facilitators) for training exercises, workshops, and support in logistics. o Collaborates with International Agriculture Policy Expert (wheat knowledge) for market trends and value chain development. o Collaborates with Knowledge Management Expert (Communications/Advocacy) for document and promote project results, to gather data, case studies, and outputs from different components for communication and advocacy purposes. o Collaborates with PES Ecosystem Restoration Expert for ecological restoration, monitoring and ecosystem services. o If actual issues related to the effective achievement of project goals are identified, National Integrated Natural Resources Management Expert collaborates with all Experts of the FOLUR Project.
The Expert will focus to Outputs 1.2.4. / 1.3.2. / 2.1.3. / 3.1.4. and will collaborate with other Outputs within the Project: Output 1.2.4.: Economic case for scaling-up at national and regional levels for integrated management of sustainable wheat production landscapes and ILM developed, tested, and adopted by the Task Force. Potential investment models showcasing economic and ecosystem service flows are published and shared with regional and global partners, with attention to gender and equal access to natural resources, financial services and markets. Output 1.3.2.: ILM plans using FAO Land Resources Planning Toolbox elaborated, consulted, and adopted by authorities in accordance with Land Code. Use FAO Land Resources Planning Toolbox together with land suitability analysis and project findings to develop draft plans that cover at least 50,000 ha and make recommendations for land-use based on bio-physical and socio-economic parameters, optimally for all 6 project districts, but at least for 4 project districts. Output 2.1.3.: Improved management of productive croplands to increase crop production (conservation agriculture, integrated soil nutrient management, improved wheat cultivars, subsurface drip irrigation system, integrated pest management, etc.) demonstrated. Using resources developed under Outputs 2.1.1 & 2.1.2, provide training and capacity building to a total of 3,800 people through a variety of organisations and training approaches, on the subjects listed under this output below. Demonstration of sustainable forestry and agroforestry management, taking into account climate change risks and opportunities. Output 3.1.4.: Degraded ecosystems/habitats of high nature value in target areas in production landscapes put under sustainable management and restored. Outline in a concise workplan for this output, including the mechanisms, human resources, materials and plant species and numbers needed to realise project target of 50,000 ha. Fill missing gaps using resources from other key outputs by having a coordinated approach and capacity of decision over exact services or products produced. Conduct at least one Restoration Opportunity Assessment (ROAM) using IUCN ROAM methodology to identify options suitable for the project areas near valuable and threatened ecosystems, including PAs and adjacent areas to support ecosystem integrity and ecological connectivity. Project activities and resources mobilised result in 50,000 ha of land being placed under one of the LDN response hierarchy of 'avoid, reduce and restore' through a variety of mechanisms, including PES, PPP and co-financing collaborations with existing projects and initiatives. Expected Outputs
Deliverables: • Comprehensive work plan for ecosystem restoration, including species selection, human resources, and materials required for the restoration of 50,000 ha. • Training curriculum and materials developed and delivered to 300 participants, including follow-up and evaluation of training effectiveness. • At least two inclusive and gender-responsive benefit-sharing models piloted and documented with recommendations for scaling. • Detailed reports on PES models implemented, and progress made in restoring ecosystems. • Assessment and implementation reports on alternative livelihoods for communities, highlighting gender-responsive approaches. • Monitoring and evaluation reports outlining progress, challenges, lessons learned, and recommendations for future actions.
Timeline: within 80 days from the Effective Date of the Consultancy Agreement Umumiy ma'lumot: Global oziq-ovqat tizimlari, yerdan foydalanish va qayta tiklash (FOLUR) ta'sir dasturi (IP) barqaror integratsiyalangan landshaftlar va samarali oziq-ovqat qiymati zanjirlarini keng miqyosda targ'ib qilishga qaratilgan. Ushbu komponent yuqori tabiiy qiymatga ega ekotizimlarni/yashash joylarini saqlash va tiklashni kuchaytirishga, natijada qishloq xo'jaligini adolatli va barqaror tarzda qo'llab-quvvatlovchi ekotizim xizmatlarini yaxshilashga qaratilgan. Topshiriqning maqsadlari: Tabiiy resurslarni Integratsiyalashgan boshqarish bo'yicha milliy ekspert FOLUR loyihasining 3-komponenti doirasidagi tadbirlarni muvaffaqiyatli amalga oshirishni ta'minlash uchun texnik ekspertiza va qo'llab-quvvatlash uchun javobgar bo'ladi. Mutaxassis loyiha hamkorlari, manfaatdor tomonlar va mahalliy jamiyatlar bilan tabiiy resurslarni boshqarishni yaxshilash, ekotizimlarni tiklash va barqaror turmush tarzini targ'ib qilish uchun yaqindan hamkorlik qiladi. • Ekotizimni tiklash va boshqarish tadbirlari: o Loyihaning maqsadli hududlarida degradatsiyaga uchragan ekotizimlar/yashash joylarini baholash. o Yer degradatsiyasining neytralligi hisobga olgan holda ekotizimni tiklash va 50 000 gektar maydonni barqaror boshqarish strategiyalarini ishlab chiqish va amalga oshirish. o Integratsiyalashgan landshaft boshqaruvi tamoyillari integratsiyasini ta'minlab, konservatsiya va restavratsiya qilinadigan hududlarni aniqlash va tashkil etishga ko'maklashish.
• Salohiyatni oshirish va o'qitish: o Barqaror yer boshqarish, ekotizimni tiklash, biologik turlarni aniqlash, o'simliklarni ko'paytirish va tabiatga asoslangan yechimlar bo'yicha o'quv dasturlari va materiallarini ishlab chiqish. o 300 kishini (mos o'rinda 50% ayollar) ekotizimlarni tiklash bo'yicha mashg'ulotlar o'tkazish va malakasini oshirish, yoshlar uchun inklyuzivlikni ta'minlash va ayollarga do'stona munosabatda bo'lish. o Integratsiyalashgan landshaft boshqaruvi, tabiatga asoslangan yechimlar va barqaror qishloq xo'jaligi amaliyotlari bo'yicha amaliy va nazariy treninglar o'tkazish, trening ishtirokchilari o'z bilimlarini tiklash faoliyatida qo'llashlarini ta'minlash.
• Ekotizim xizmatlari uchun to'lov (EXT) va foyda almashish modellari uchun to'lov: o Mahalliy jamiyatlarni tabiatni muhofaza qilish va restavratsiya faoliyati bilan shug'ullanishga rag'batlantirish uchun EXT modellarini ishlab chiqish va joriy etish. o Kamida 300 kishini (mos o'rinda 50% ayollar) qamrab oluvchi kamida ikkita genderga mos va inklyuziv foyda almashish modelini sinab ko'rish va monitoring qilish, bu esa boshqa tumanlarda tadbiq etilishi va potentsial takrorlanishini ta'minlaydi. o Ekotizim xizmatlarining barqaror davom etishi uchun davlat-xususiy-xalq hamkorligi (PPPP) imkoniyatlarini aniqlash uchun manfaatdor tomonlar bilan hamkorlik qilish.

Monitoring va baholash: o Qayta tiklash ishlarining amalga oshirilishini va ta'sirini kuzatish, muntazam ma'lumotlarni yig'ish, tahlil qilish va hisobot berishni ta'minlash uchun monitoring tizimini ishlab chiqish va joriy etish. o Qayta tiklash faoliyati samaradorligini, foydani taqsimlash modellari va yashash imkoniyatlarini ta'minlash uchun birgalikda ta'sirni baholashni o'tkazish. o Olingan saboqlarni, muvaffaqiyat hikoyalarini va olingan bilimlarni almashinivi hamda nashr qilish bo'yicha eng yaxshi amaliyotlarni WOCAT (Tabiatni muhofaza qilish yondashuvlari va texnologiyalari sohasida umumiy tahlil bazasi) kabi global platformalarda hujjatlashtirish.

Agar loyiha maqsadlariga samarali erishish bilan bog'liq dolzarb masalalar aniqlansa, tabiiy resurslarni integratsiyalashgan boshqaruvi bo'yicha milliy ekspert FOLUR loyihasining barcha ekspertlari bilan hamkorlik qiladi.

Natija 1.3.2.: Birlashgan Millatlar Tashkilotining Oziq-ovqat va qishloq xo'jaligi tashkiloti (FAO) yer resurslarini rejalashtirish instrumentlar to'plamidan foydalangan holda Yer kodeksiga muvofiq ishlab chiqilgan, maslahat tahlilidan o'tgan va hukumat tomonidan qabul qilingan Integratsiyalashgan landshaft boshqaruvi (ILB) rejalari. FAO yer resurslarini rejalashtirish instrumentlar to'plamidan yerning yaroqlilik tahlili va loyiha xulosalari bilan birga foydalangan holda kamida 50 000 gektar maydonni qamrab oluvchi rejalar loyihalarini ishlab chiqish va barcha 6 loyiha tumanlari (kamida 4 ta loyiha tumanlari) uchun optimal tarzda bio-fizikaviy va ijtimoiy-iqtisodiy parametrlar asosida yerdan foydalanish bo'yicha tavsiyalar berish. Natija 2.1.3.: Oʻsimlik yetishtirishni koʻpaytirish uchun hosildor ekin maydonlarini boshqarishni takomillashtirish (qishloq xoʻjaligini muhofaza qilish, tuproq ozuqaviy moddalarini kompleks boshqarish, bugʻdoy navlarini yaxshilash, tomchilatib sugʻorish tizimi, zararkunandalarga qarshi kompleks kurash va boshqalar) taqdim etildi. 2.1.1 va 2.1.2 Natijalar doirasida ishlab chiqilgan resurslardan foydalanib, quyida keltirilgan mavzular bo'yicha turli tashkilotlar va o'qitish yondashuvlari orqali jami 3800 kishini o'qitish va salohiyatini oshirishni ta'minlandi. Boshqa asosiy natijalarning resurslaridan foydalangan holda muvofiqlashtirilgan yondashuv va ishlab chiqarilgan aniq xizmatlar yoki mahsulotlar bo'yicha qaror qabul qilish qobiliyatiga ega bo'lish orqali etishmayotgan bo'shliqlarni to'ldirish. Ekotizim yaxlitligi va ekologik aloqani qo'llab-quvvatlash maqsadida qimmatli va xavf ostida qolgan ekotizimlar yaqinidagi loyiha hududlariga mos variantlarni aniqlash uchun IUCN ROAM metodologiyasidan foydalangan holda kamida bitta tiklash imkoniyatini baholashni (ROAM) o'tkazish. Applicants must answer the following: • Education: Bachelor's degree in Natural Resource Management, Environmental Science, Ecology, Agriculture, or a related field. • Experience: At least 10 years of experience in integrated natural resources management, ecosystem restoration, sustainable land management, or a related area. • Demonstrated experience working on large-scale ecosystem restoration projects, including experience with PES schemes and benefit-sharing models. • Proven experience in capacity building, training, and working with local communities, particularly in developing inclusive and gender-responsive approaches. • Familiarity with LDN, ILM, and nature-based solutions concepts and frameworks. • Strong understanding of Uzbekistan's environmental, social, and agricultural contexts. • Experience working with government agencies, international organizations, and local communities is desirable. • Proficient in using Microsoft Office Suite (Word, Excel, PowerPoint) and data analysis software. • Fluency in Uzbek is required; knowledge of English is an advantage, (Knowledge of Russian language can be taken into account). Competencies: • Proven ability to apply gender analysis frameworks and tools to program design and implementation. • Strong commitment to promoting gender equality and women's empowerment. • Excellent interpersonal, communication, and teamwork skills, with the ability to work effectively in multicultural settings. • Ability to manage multiple tasks, work independently, and meet deadlines.
