| Duties | Responsibilities The Chief Accountant of Project will be ultimately responsible for all aspects related to the financial management and accounting over project funds and other related funds (beneficiary financing and/or government contributions). He/she will be responsible for the development and due maintenance of the project financial management and accounting framework and system (acceptable to Bank) delineated by project components and by credit line activities. The responsibilities of the Chief Accountant will include (but not be limited to) the following: - Development and maintaining of the project accounting system in accordance with Bank and Government of Uzbekistan regulations. - Development and implementation of Project accounting policies and procedures. - Implementation and due maintenance of automated accounting software system for project accounting records. - Preparation of Financial Reports per agreed format and their timely submission to Bank. - Preparation and submission Government required financial reports to relevant Government Agencies. - Development and implementation of internal controls system and procedures to minimize the risk of fraud and abuse of loan funds under project activities (works, services, goods). - Supervision and Preparation of regular financial and accounting reconciliations: e.g. Reconciliation of disbursement applications to Bank records; Bank accounts reconciliations; SOE reconciliations; Cash balances reconciliations. - Development and maintenance of the due controls over contract and invoice management (initiation, reviews, authorizations, processing, payments, closure, etc.) - Development and maintenance appropriate Project Fixed Assets register to safeguard assets, obtained from loan funds for operation of project implementation structures to protect project assets. - Implementation and maintenance of cash management procedures. - Development and maintenance of accounting transactions processing procedures (payments, reviews, authorization, accounting entry postings, etc.). - Cooperation with the World Bank, Government and other partners in the mplementation of project financial management system improvement activities: due and timely follow up action points agreed in the project legal documents, on action points agreed during Bank supervision missions, on recommendations of external auditors. - Due and timely arrangement and finalization of the project and other project related audits and reviews as per Bank Guidelines and timelines. - Managing and coordinating the Annual Budgets preparation and their coordination with Government and Bank. - Retention and due archiving of all project documents in accordance with Government regulations and Bank requirements. - Co-ordination with other relevant the Agency officers in the preparation of annual work plans, their inclusion in the annual budget and subsequent management of the special accounts to facilitate implementation of those work plans. - Review of invoices and contracts together with the relevant government authorities and the procurement specialist. - Preparation of progress reports for the Project Manager. - To open maintain Project Designated Account(s) and Dedicated Account(s) in line with Bank criteria and procedures. - Implementation of payments or disbursements to project participants, suppliers and contractors, and arrangement for periodic replenishments of a Special Account(s) by Bank. - Carrying out a preliminary review and approval of withdrawal applications and a Special Account Replenishment. - Other tasks as may be assigned by the Project Manager. Reporting The Chief Accountant will report directly to the Project Manager. In addition to the reporting requirements outlines in the above responsibilities, the Chief Accountant will provide information to the Project Manager on a monthly basis. Such information should include credit line disbursements, outstanding payments in relation to contractors‟ invoices and amounts spent in correlation with the line items set out in the annual budget. |

| Professional requirements | Qualifications and Experience The Chief Accountant should have the following qualifications and experience: - An international qualification in accounting – advantage (desired ACCA/CPA, otherwise local CIPA qualification can also be considered). - Work experience, including: - At least five years of work experience as a chief accountant or accountant in a large organization (preferably in Uzbekistan). - experience of working for an International Financial Institution or for a project funded by an IFI. - experience of preparing financial statements in accordance with accounting standards of the Republic of Uzbekistan. - experience of preparing tax and other reports requested by State authorities and experience in dealing and negotiating with tax and other financial regulatory authorities of the Republic of Uzbekistan. - experience of conducting business through banks of the Republic of Uzbekistan. - experience of International Accounting Standards would be desirable. - Requirement for deep working knowledge of using 1C accounting software program; - Good communication skills, oral and written. - Good computer skills, including word-processors and spreadsheets. - Language skills: fluency in Uzbek and/or Russian languages as well as a working knowledge of English language |
