| Duties | Project Background The EU-funded FAO Project in Uzbekistan is to clarify the challenges related to agriculture chemical waste management in terms of both legacy wastes (volumes of obsolete pesticides and associated materials like contaminated soils) and annual arisings to be managed in the country and is to enhance effective and environmentally sound management of hazardous chemicals and associated wastes from agriculture. Also, to prevent renewed build-up of obsolete stocks which need to be managed and disposed of as well as to lower health and environmental risks from the use of dangerous pesticides like highly hazardous pesticides (HHPs) in agriculture, the project will also strengthen pesticide life-cycle management and introduce and promote sustainable and resilient agricultural practices relying on fewer pesticides and on less harmful pest management methods. Tasks and responsibilities Under the overall supervision by the Assistant FAO Representative in Uzbekistan, direct technical supervision by the Lead Technical Officer (LTO), and the day-to-day supervision by the Senior Technical Advisor (STA) and the Technical Adviser on IPM, and to enhance FAO's role in strengthening policy and programme linkages between social protection, agriculture, food security and nutrition, the National Project Manager shall undertake the following: • Be responsible for overall project implementation and management on a day-to-day basis, including financial management and adequate reporting on project progress and budget expenditures; • Prepare annual work plans to facilitate implementation of the Project. Prepare financial forecasts on the basis of semi-annual work plans; • Plan training and other project activities and prepare content in collaboration with Project experts in their respective fields. Select training participants in consultation with the national agencies concerned; • Coordinate and facility the work of consultants and supervise other project personnel. Review and adjust where needed the terms of reference for international and national experts and consultants. Certify satisfactory performance by the consultants; • Define the technical contents of planned contracts with local institutions and organizations; • Ensure the technical quality of activities implemented under the Project; • Plan staff duty travel; • Participate in meetings with the Steering Committee and the FAO Project Task Force; • Support development of technical specifications for necessary equipment and procurement; • Prepare terms of reference, identify possible contractors and undertake service procurement; • Monitor work progress and certify satisfactory delivery of services; • Conduct impact assessment and identify lessons learned to be integrated into future activities; • Supervise financial monitoring and reporting as well as record keeping; • Be available to make presentations at FAO meetings (e.g. steering committee meetings), external meetings (upon clearance by FAO), or provide input in working groups; • Perform other coordinating tasks as appropriate for the successful implementation of the Project in accordance with the Project document and work plans; • Perform other duties and activities as required by the LTO and AFAOR and BH to ensure successful implementation of the Project. Any travels under this contract will be arranged and covered by FAO separately. |

| Professional requirements | Minimum Requirements • University degree (in Agriculture, pest and pesticide management or relevant field) • At least fi years of relevant experience in agriculture, pest and pesticide management or relevant field. • Working knowledge (level C) of English, Uzbek and Russian. • National of Uzbekistan.
