Duties Background:

The Fund Administration Unit (FAU) works to facilitate the implementation of Mandates by providing administrative support to the Funds and Programmes while ensuring compliance with the Common Regulatory Management System (CRMS).
The FAU strives to achieve the most efficient and effective use of OSCE resources throughout the organization, including in the areas, human resources, finance, materials management and ICT.
In purpose to perform the Memorandum of Understanding with the host country with respectful approach to local legislation, the OSCE PCUz complies also local taxation and reporting rules.

Objective of Assignment:

The primary objective of this consultancy is to provide expert guidance on national tax compliance (including applicable requirements of the local staff income and reporting, applicable regulations of the Uzbek pension system for national personnel), expertise on existing rules of VAT-tax cycle of international diplomatic organization and their international staff, professional guidance on relevant national digital web-systems in the area of VAT claiming, required for the OSCE PCUz Mission's activity in the host country, guidance on electronic digital signature registration/maintenance in the name of local Mission and their international staff (if required).

Duration of Assignment:
5-10 days in one calendar month

Tasks and Responsibilities:
Under the overall supervision of Chief of Fund Administration (CFA), the successful candidate(s) will be tasked with the following duties:
1. Preparation monthly reports for the period from January till December 2026 for local PCUz staff to tax and social security authorities and provide them to the Tax Committee and JSC "Xalq Bank";
2. Upon necessity and current policy, provide clarification on Uzbek pension system for local staff members, preparation of relevant pension certificate on behalf of the PCUz for such local mission member;
3. Upon request of local staff, prepare national standard form on paid income and tax required at the place of demand (to school, bank, etc.);
4. Assist PCUz to prepare reports from the "MySoliq" and submit the corresponding applications for VAT reimbursement in compliance with the National Tax Code, in particular the procedure on VAT payback, following the Law# ZRU-599 dd. 30.12.2019;
5. Keep communications with responsible Tax Committee staff regarding unrefunded VAT-tax amounts, prepare appropriate documents;
6. Assistance with formalities of the Electronic digital signature issued in the name of Head of Office for accessing local web-tools required for PCUz functioning in Uzbekistan;
7. Monitor changes in corresponding local taxation issues, currency control regulations, and report to CFA on applicable changes;
8. Other ad hoc accounting related tasks.

Professional requirements Necessary Qualifications:
• A recognized professional qualification in tax and accounting (e.g., CPA Uz, ACCA, or equivalent);
• Minimum 10 years of professional experience in tax and accounting sphere;
• Proven experience in dealing with national Uzbek authorities, particularly with the State Tax Committee, Pension Fund, as well as e-Government job-related web-systems regarding labour, taxes, etc.;
• Professional fluency in Russian and Uzbek with excellent communication (both oral and written) skills; professional fluency in English would be an asset;
• Ability and willingness to work with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
• Computer literate with practical experience using Microsoft applications.

The suitability of candidates shall be determined taking into account their qualifications, expertise, experience, and the value for money of their services. Therefore, applicants are requested to indicate their proposed daily/monthly rate (or) total lump-sum fee for the foreseen services, in the pre-screening section at the end of the application phase.

OSCE reserves the right for final remuneration decision. The remuneration will be based on the applicable fee scale that applies to the delivery of consultancy services by individual contractors, and shall depend on the complexity of the tasks and deliverables and the degree of technical expertise required.
