| Duties | Background Uzbekistan's First Advancing Global Integration and Market Transition Development Policy Operation (DPO) seeks to promote access to economic opportunities for women focused on promoting social equity and protection through inclusive labor reforms and enhanced social services. A key commitment to support this is a 'prior action' and indicative trigger to "strengthen the Grievance Redress Mechanism (GRM) systems by setting up a grievance redress commission and develop guidelines [through an Order of the Ministry of Employment and Poverty Reduction" to address sexual harassment and violence at workplace. The DPO will support the GRM systems by establishing a grievance redress commission in the Ministry of Employment and Poverty Reduction to address workplace sexual harassment cases more effectively. The methodology and approach includes: 1. Mapping and assessment of existing mechanisms to address complaints of sexual exploitation & abuse (SEA) and Sexual Harassment (SH) in Uzbekistan 2. Desk review of similar efforts and initiatives to build on good practices 3. Assist international consultant to develop a framework outlining the national GRM system and in establishing Grievance Redress Commission on SEA and SH 4. Training and preparedness on SEA and SH and grievance redressal for Ministry of Employment, other Ministries and other stakeholders Key Tasks and Responsibilities 1. Mapping of relevant stakeholders and existing mechanisms to address SEA and SH: The STC will identify all relevant stakeholders who both have direct responsibilities envisaged under the project to address SEA and SH issues as well as all other external stakeholders who can provide valuable inputs into the design of a GRM and GRC model. The mapping will include the current systems, protocols and procedures under select ministries on how they respond to these grievances- both government (including the police and legal recourse) and non-government mechanisms and programs that are being accessed by women and girls to report and seek support. A preparatory step to this will be the listing of all relevant ministries and potential partners from academia and civil society with relevant experience to provide inputs into development of an effective GRM. 2. Organize in-depth interviews and meetings with staff and officials of relevant ministries as well as civil society to learn how the system has worked, what are the gaps and what specific recommendations they have for a national level mechanism to work effectively. 3. Provide support in the development of a framework outling the national GRM system and Grievance Redress Commission on SEA and SH: Based on the consultations and desk review, the consultant will work with the international STC to organize feedback in a manner to develop the overall framework proposing an effective structure, staffing and composition, SOPs (especially for investigation) for the GRM as well as a mechanism to monitor and review its functioning. 4. Organize a national workshop/consultation in Tashkent to present the proposed GRC model. The key task is to ensure participation of all relevant external stakeholders from civil society, academia and media. 5. Provide support in the development of training material and undertake in-person trainings for government counterparts and partners: The national consultant work with international STC to prepare training modules, curate presentations and undertake in-person trainings for staff and officials of Ministry of Employment and Poverty and also other relevant ministries to promote referrals and a wider accessibility of the GRM. |

| Professional requirements | Qualifications and Experience • Minimum Masters Degree in Social Sciences/Gender Studies or related fields • Experience on Gender-Based Violence with focus on sexual abuse and sexual harassment/gender equality focused program development and capacity building is mandatory • Experience and familiarity with Uzbekistan's government policy and programming is mandatory • Experience of working with World Bank's program/policy work is desirable |
