| Duties | Position holder will be located at Ministry of Ecology, Environmental Protection and Climate Change of the Republic of Uzbekistan and reports to the Ministry GCP/UZB/020/GFF/ Sustainable Forest and Rangelands Management in the Dryland Ecosystems of Uzbekistan Under the overall supervision of the Chief Technical Adviser and Head of PIU at Ministry of Ecology of Uzbekistan National Forestry Advisor will undertake the following: National Forestry Advisor will oversee daily implementation, management, administration and technical supervision of the project, on behalf of the Ministry of Ecology, Environmental Protection and Climate Change of Uzbekistan, the Forestry Agency under the Ministry of Ecology, Environmental Protection and Climate Change of Uzbekistan and within the framework delineated by the PSC. S/he will be responsible, among others, for: Coordination with relevant initiatives; Ensuring a high level of collaboration among participating institutions and organizations at the national and local levels; Ensuring compliance with all Operational Partners Agreement (OPA) provisions (signed between the Ministry of Ecology, Environmental Protection and Climate Change of Uzbekistan and FAO) during the implementation, including on timely reporting and financial management; Coordination and close monitoring of the implementation of project activities; Tracking the project's progress and ensuring timely delivery of inputs and outputs; Providing technical support and assessing the outputs of the project national consultants hired with GEF funds, as well as the products generated in the implementation of the project; Approving and managing requests for provision of financial resources using provided format in OPA annexes; Monitoring financial resources and accounting to ensure accuracy and reliability of financial reports; Ensuring timely preparation and submission of requests for funds, financial and progress reports to FAO as per OPA reporting requirements; Maintaining documentation and evidence that describes the proper and prudent use of project resources as per OPA provisions, including making available this supporting documentation to FAO and designated auditors when requested; Provision of the required support for fulfilling the project's monitoring and communications plans; Organizing project workshops and meetings to monitor progress and preparing the Annual Budget and Work Plan; Contributing to preparation the six-monthly Project Progress Reports (PPRs) with the AWP/B to the PSC and FAO on behalf of the Ministry of Ecology, Environmental Protection and Climate Change of Uzbekistan; Provision of inputs for preparing of the first draft of the Project Implementation Review (PIR) on behalf of the Ministry of Ecology, Environmental Protection and Climate Change of Uzbekistan; Provision of necessary support for organization of the mid-term and final evaluations in close coordination with the FAO Budget Holder and the FAO Independent Office of Evaluation (OED); Submitting the OP six-monthly technical and quarterly financial reports to FAO and facilitate the information exchange between the OP and FAO, if needed; Informing the PSC and FAO of any delays and difficulties as they arise during the implementation to ensure timely corrective measure and support; Ensuring implementation of the Gender Action Plan; key performance indicators Expected Outputs: Work plan Quarterly progress reports on above mentioned tasks in line with the signed OPA between MoA and FAO; Mid-term technical report on implemented activities as per project Workplan Report on contribution to the development of sector documents, analysis, report, guidelines, modules, policy briefs and others related to LDN mainstreaming, LDN DSS, and outscaling of SFM/SLM technologies Final technical report including all materials prepared or contributed for the purpose of the work carried out under the assignment as per OPA provisions as well as project workplan. | Professional requirements | QUALIFICATIONS: Minimum Master's degree in Agricultural Economics, developmental agriculture Minimum of 5 years practical experience in agriculture, forestry, rational of land and water resources use, investment projects as well as stakeholders linkage facilitation Excellent communication and report writing skills and a demonstrated track record of working effectively in a team Knowledge of English and one or more local languages |
