Background The Food Systems, Land Use, and Restoration (FOLUR) Impact Program aims to promote sustainable food production and responsible commodity value chains at a global scale. Supported by the Global Environment Facility (GEF), this program operates across 27 countries, including Uzbekistan. The program focuses on integrated landscape management (ILM), sustainable agricultural practices, and restoring natural habitats to improve ecosystem services and contribute to climate resilience. In Uzbekistan, the FOLUR project is centered around improving wheat production systems, fostering crop diversification, and restoring degraded lands. With a strong emphasis on community-driven approaches, the project seeks to enhance the livelihoods of farmers, improve food security, and support national efforts to meet global climate and sustainability goals. Through the adoption of climate-smart agricultural practices, the project promotes sustainable wheat value chains, ecosystem restoration, and the empowerment of rural communities, especially women and youth. The initiative is also aligned with Uzbekistan's national strategies to promote sustainable agriculture, reduce land degradation, and combat climate change. In this project, Component 2 of the FOLUR Impact Program in Uzbekistan focuses on promoting sustainable food production practices across wheat-based landscapes and developing responsible commodity value chains. The goal is to demonstrate sustainable agricultural practices on 300,000 hectares of both irrigated and rain-fed lands. This component is designed to address the environmental and productivity challenges faced by Uzbekistan's wheat sector, which is a critical commodity for the country's food security and rural livelihoods. Component 2 aims to improve the productivity and sustainability of wheat production through climate-smart agriculture, conservation practices, and crop diversification. Objectives The primary objective of the National Agriculture Policy Expert is to provide strategic and technical leadership in reviewing, enhancing, and implementing national agricultural policies. This role will ensure that agricultural policies support sustainable land use, conservation agriculture, and climate-resilient food systems, particularly within the wheat value chain. The expert will also ensure that these policies are gender-responsive, inclusive, and aligned with global best practices to promote a sustainable and equitable agricultural sector in Uzbekistan.
Scope of Work Policy Review and Analysis • Conduct a comprehensive review of Uzbekistan's existing agricultural, environmental, and land use policies, with a particular focus on wheat production, conservation agriculture, and landscape restoration. • Identify policy gaps and constraints that hinder the implementation of sustainable agricultural practices and propose practical solutions that support climate-resilient, inclusive, and sustainable production systems. Development of Policy Frameworks • Develop and propose new regulatory frameworks or update existing ones to incorporate sustainable agriculture practices, integrated landscape management (ILM), and responsible commodity value chains. • Lead the drafting of policy briefs, legal amendments, and guidelines that promote sustainable food systems, resource-efficient land management, and climate-smart agriculture, particularly in wheat production. • Align policies with Uzbekistan's commitments to international agreements, including the Paris Climate Accord, the Sustainable Development Goals (SDGs), and other relevant frameworks.. Stakeholder Engagement and Collaboration • Act as a liaison between the Ministry of Agriculture, regional governments, international organizations, the private sector, and local communities to ensure policy alignment with national and international agricultural sustainability goals. • Facilitate cross-sectoral dialogues with diverse stakeholders, including policymakers, farmer organizations, women's groups, private sector actors, and civil society organizations, to ensure inclusive participation in the policy development process. • Ensure the incorporation of gender-sensitive approaches in agricultural policies, promoting equal access to resources, opportunities, and decision-making for women in agriculture..
Capacity Building • Design and implement capacity-building initiatives for government officials, policymakers, and other relevant stakeholders to enhance their knowledge and skills in sustainable agriculture and integrated landscape management. • Organize training programs and workshops for government agencies on the formulation, implementation, and monitoring of policies that promote climate-smart agriculture and sustainable land management practices. • Build the capacity of local institutions to effectively participate in agricultural policy formulation, ensuring that the policy-making process is inclusive and participatory.
Monitoring and Evaluation • Collaborate with the Monitoring and Evaluation (M&E) team to design and implement tools and frameworks for assessing the impact of agricultural policies on sustainability, food security, and environmental conservation. • Monitor the effectiveness of policy interventions in advancing sustainable agriculture, ensuring that lessons learned are documented and applied to future policy revisions. • Prepare regular progress reports, highlighting the achievements, challenges, and recommendations for improving policy development and implementation.. Collaboration with other Experts within the FOLUR Project • Collaborates with Data Management Expert (M&E) responsible for Component 4 (monitoring and evaluation) to measure project impact. • Collaborates with National Consultants for workshops and FFS. • Collaborates with ILM Planning Experts for integrating sustainable agricultural practices into land-use planning. • Collaborates with Knowledge Management Expert (Communications/Advocacy) for document and promote project results, to gather data, case studies, and outputs from different components for communication and advocacy purposes. Component 1: Integrated Landscape Management (ILM) for Sustainable Wheat Systems Output 1.1: Develop and strengthen national legal and regulatory frameworks to promote integrated landscape management and climate-smart agriculture, specifically for wheat production. Output 1.2: Design policies that promote sustainable land use and resource efficiency, aligning agricultural practices with environmental and conservation goals. Output 1.3: Build capacity among national and regional policymakers to implement and monitor policies that support ILM and sustainable food systems. Responsibilities Develop ILM-focused policies that balance agricultural productivity and ecosystem preservation. Facilitate policy discussions on sustainable land use, particularly concerning wheat and water-intensive crops. Ensure that ILM practices are embedded within national agricultural policies, promoting resilience against climate change.
Component 2: Promotion of Sustainable Food Production and Responsible Commodity Value Chains Output 2.1: Formulate policies to support sustainable and inclusive wheat value chains, promoting market access, financial inclusion, and value addition for smallholders, including women. Output 2.2: Develop policy recommendations to encourage private sector investment in sustainable wheat production and other commodity value chains. Output 2.3: Build capacity for policy development on sustainable agricultural practices, conservation agriculture, and climate-resilient wheat farming systems. Responsibilities: Draft policies that facilitate the development of sustainable wheat value chains, linking farmers to markets while promoting climate-smart agriculture. Support policy dialogues with stakeholders to improve access to finance and markets for smallholder farmers. Promote policies that encourage private sector involvement in scaling sustainable farming practices and responsible value chains.
Component 3: Conservation and Restoration of Wheat Production Landscapes Output 3.1: Support the development of policies that integrate biodiversity conservation into agricultural landscapes, promoting ecosystem services and land restoration. Output 3.2: Formulate policy frameworks that incentivize the conservation of natural habitats and promote sustainable land-use planning at the landscape level. Output 3.3: Advocate for the development of legal instruments that protect biodiversity in production landscapes, focusing on riparian zones and other high-nature-value habitats. Responsibilities: Work with policymakers to develop regulations that protect and restore natural habitats within agricultural landscapes. Integrate biodiversity conservation goals into land-use planning policies and agricultural frameworks. Facilitate the creation of incentive schemes for farmers and landowners to promote conservation efforts alongside agricultural production.
Component 4: Knowledge Management, Monitoring, and Evaluation Output 4.1: Develop policy guidelines and knowledge products to document lessons learned and best practices in policy reform for sustainable agriculture. Output 4.2: Facilitate the dissemination of knowledge products, including policy briefs and legal amendments, to national and international audiences. Output 4.3: Ensure that monitoring and evaluation frameworks include gender-sensitive indicators to track the impact of agricultural policies on women and marginalized groups. Responsibilities: Produce knowledge products that reflect the outcomes of policy reforms, sharing best practices with local and global stakeholders.
