| Duties | Background on ACTED: Acted is an international Non-Governmental Organization (NGO) with headquarters in Paris, France and offices in 43 countries worldwide. Acted works together with local communities to respond to disasters and supports resilience building in the form of promoting inclusive and sustainable growth, co-constructing effective governance, and supporting civil society by investing in people and their potential. Acted has been present in Uzbekistan since 1999, where it has continuously adapted its projects to the needs of local communities, working across a broad range of sectors from sustainable development, Disaster Risk Reduction (DRR), Climate Change Adaption (CCA) and Natural Resource Management (NRM), to cultural initiatives, private sector development, access to finance and community empowerment. Assignment: National Staff under the Service Contract The Enumerator (Service contract) will work closely with the Monitoring Evaluation, Accountability and Learning (MEAL) Unit to assist in the implementation of assessments for Acted projects. The enumerator will be registered in MEAL database for a period of 6 months and will be called upon for work when a data collection activity needs to be implemented. Before the start of each assessment, a half-day (4 hours) or full day of training will be provided. The training will brief enumerators on how to use data collection software such as KOBO, how to conduct interviews with beneficiaries, the Acted Complaints and Response Mechanism, and the relevant assessment questionnaire. Depending on the assessment, the enumerators will either collect data in the field directly or in Acted's office by conducting interviews by phone. Enumerators will be supervised by the MEAL team in all activities. The assessments will take place in several locations within the country. Enumerators will be provided transport to assessment locations by Acted. Enumerators will be regularly monitored to assess their performance, through supervisor observation in the field and by checking the data collected at multiple points during assessments. If the performance of an enumerator is consistently below expectations, the contract may be ended. Capacity building will be provided through regular training sessions with the MEAL team to improve skills, and a handbook containing guidance on the performance monitoring and interview protocol will be provided at the start of the contract. *Note: Payment will be based on the number of days worked JOB PURPOSE: The Enumerator is responsible to collect data from the communities under the supervision of Acted's teams. They will be contracted for half or one year and will be engaged in data collections Acted will initiate during the contracted period. Acted is implementing projects in Fergana region, also in Toshloq and Quva districts and thus the contracted enumerators will be engaged in data collection in these areas. Hence, preference would be given to enumerators from these areas. DUTIES AND RESPONSIBILITIES: General • Understand the objectives of the assessment. • Team work spirit, and respect the humanitarian principles (Humanity, neutrality, impartiality) • Represent Acted and its donor in a professional and courteous manner at all times. 1. Data entry • Handle and fill in questionnaire through digital device (smartphone / Kobo) • Make sure that the surveys are saved before leaving the potential beneficiary house. • Make sure that the digital device is fully charged, carried out with a charger. • Be responsible for the security and confidentiality of the electronic collected data. • Send the interviews by the end of the day and make sure that all the collected questionnaires are sent. 2. Data collection • Acting with appropriate respect for local culture, understanding and interpreting reactions in a culturally and gender sensitive way. • Adopt the appropriate behavior when posing potential sensitive questions, including gender sensitive, child or vulnerable community focused. • Gather information in an objective, appropriate and sensitive way by carefully observing, by actively listening, by paying full attention to the situation and the information of the various sources, and understanding the points being made. • Recognize and give an account of problems in obtaining data during the assessment and other challenges encountered, as to support evaluation of data collection mechanism 3. Reporting • Report all problems to the Acted's supervisor, including any alleged interference in the beneficiary selection process. KEY PERFORMANCE INDICATORS: - Ability to quickly identify problems in the quality of the data collected; the ability to be measured on a scale from 1-10 (where 1 presents lowest and 10 presents highest) - % Accuracy of data entry work during the assessment period - Overall timeliness/efficiency of data entry work measured on a scale from 1-10 (where 1 presents lowest and 10 presents highest) during the assessment period. - Ability to effectively communicate in Uzbek and Russian languages. Knowledge of English, Tajik and Kyrgyz would be an asset. |
