Financing Energy for Low-Carbon Investments Cities, the Cities Advisory Facility Eastern Partnership and Central Asia Programme (FELICITY II), a cooperation project between GIZ and the European Investment Bank (EIB), addresses technical and financial barriers to low carbon infrastructure finance in Central Asia and Eastern Partnership Countries. In Uzbekistan, FELICITY II is concentrating on energy efficiency in the building sector. High energy-consumption in the building sector, a lack of an enabling policy framework, and missing reference projects and market capacities have been identified as some of the barriers. At the same time, the recently established Energy Saving Fund represents an opportunity to address energy efficiency more systematically across different sectors. Consequently, FELICITY II is focusing on building capacities of market service providers, improving the regulatory framework for building energy-efficiency, supporting the establishment of financing mechanisms as well as the technical preparation of projects in line with EIB's requirements.
The Advisor will work for the Uzbekistan component of the FELICITY II project. Beyond advising national counterparts of both central and local government, the advisor will also be involved in project planning, monitoring and contributing towards the regional component of the FELICITY II project.
The Advisor performs the following tasks:
- Advising the partner institution(s)
The Construction Advisor • Closely examines the European and Uzbek construction norms and regulations, as well as national and international policies aimed at improving energy efficiency in the building sector • Actively works with and advises counterparties from the Ministry of Construction, Municipalities, Building managers and other partners • Conceptualizes, organizes and delivers training and capacity building activities for partners as well as for architects, building designers, construction companies, municipalities, building managers and other stakeholders. • Organizes workshops and stakeholder discussions to support knowledge and expertise exchange regarding energy efficient renovation of buildings • Prepares technical documents such as building renovation guidelines • Proactively identifies technical assistance needs for external support and advice • Formulates Terms of Reference, selects and supervises third parties while carrying out project activities, including performance evaluation and ensuring timely delivery of satisfying results • Supports project preparation for energy efficiency measures (retrofitting) in buildings, incl. by engaging energy auditors, building design experts, and construction experts. • Closely work with international consultant, act as mediator between them and local experts • Contributes to preparing and implementing the coordination process, joint project activities and work at the regional level • Contributes to the design, preparation and implementation of workshops, seminars and other events on issues connected with the project area of activity
- Networking and cooperation
The Construction Advisor • supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with local communities, relevant organisations, non-governmental agencies and individuals in the project environment and with other projects to improve and maintain good working relationships • communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project
- Knowledge management
The Construction Advisor • ensures knowledge transfer to project information • develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures • draws up reports and presentation documents • prepares appropriate input for various project reports including annual reports, and contributes to the other reports required by the project manager and GIZ Head Office • assists with research activities and studies on political issues which benefit joint programmes.
- Coordination tasks
The Construction Advisor • assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation • coordinates relevant project activities at local level in consultation with the manager and in cooperation with the partners, both as regards implementation and preparing organisational aspects • compiles the relevant information for joint activities and assignments • handles order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting). |

Professional requirements |
•Minimum requirement: Masters/MSc in civil/building engineering, architecture or equivalent. A lower level of education may be considered in combination with a significant and proven practical experience in the construction sector •At least 3 years professional experience in the building sector • Experience working with an international development organization; • Sound experience in performing conceptual design of building renovations; • Good aptitude in organizing and delivering trainings and capacity development measures; • Practical experience in working with or advising building managers; • Experience with working with/in ministries and/or municipalities is an advantage; • Good knowledge of and existing network in the construction, building materials and professional services sector;
Other knowledge, additional competences • Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office); • Fluent written and oral knowledge in Russian and Uzbek language. Good knowledge of English is preferable. German or Karakalpak languages would be an asset; • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management. |
