"Further Improvement of Public Service Delivery in Uzbekistan" is a joint project of the Ministry of Justice of the Republic of Uzbekistan and the United Nations Development Programme (UNDP) funded by the European Union. The overall goal of the project is to improve the quality of life of the rural population – particularly of women, youth and children, elderly, and people with disabilities – by increasing their access to affordable, convenient and high-quality public services, with a focus on remote, self-service online public services as well as by expanding the citizens' participation in decision making at the local level. The project will support the Government of Uzbekistan in further transforming and modernising the public administration at central, regional, and district levels to improve the quality of public services and local governance in rural areas. This will be achieved through enabling access to inclusive and user-centric public services, integrating advanced technologies and practices through digitalization, applying decentralised and multi-channel service delivery. The project is expected to produce the following main outputs: (1) Transform institutional, legal, and regulatory frameworks underpinning the back office of the national public services delivery system. (2) Enhance capacity of the back office institutions in public service delivery to ensure their effective operation at the national, regional and local levels. (3) Conduct digital and user-centric transformation of the back office institutions to improve availability and quality of public services. (4) Transform the system of local governance to ensure responsiveness, accountability and better operation of regional and local institutions functioning as back offices. The project's interventions will focus both on the country as a whole (systemic reforms) and the selected remote pilot districts for more targeted results. This will be done through improving policies, enhancing capacity, digital transformation and streamlining the functions of (1) government bodies processing requests from citizens and businesses in back-offices (BOs), (2) Public Services Centres (PSCs) acting as one-stop shops for public services, (3) Ministry of Justice responsible for the unified state policy in public service delivery, and (4) Councils of People's Deputies (Kengashes) and other local administrative bodies in charge of local governance. Duties and Responsibilities Under direct supervision of the UNDP Cluster Leader on Effective Governance and guidance of the Project Board, the Project Specialist will be responsible for the operational management and implementation of the project according to the project document (concept note of the engagement facility), UNDP corporate rules and procedures, donor requirements, and will perform the following tasks and responsibilities: • Project Management – Financial, Administrative and Human Resources: o Lead the project team, including national and/or international staff, and short-term consultants, in both substantive and operational issues ensuring optimization of human and financial resources and nurturing a culture of results with highest performance standards; o Undertake day-to-day management of the project, including effective project implementation and document progress towards the achievement of project outputs; o Manage the project budget and facilitate budget approvals and revisions as per UNDP policies and procedures; o Ensure appropriate recording and accounting documentation as required by UNDP and prepare required financial reports. Facilitate transparent financial management of the project to comply with regular audits and evaluations; o Ensure that the Project produces the results specified in the project document to the required standard of quality and within the specified constraints of time and cost, review and appraise detailed work plans, including the Quantum reports covering activity definition; o Ensure that the project's targets and results are entered and updated in results management systems including Quantum project management module, and relevant documents are uploaded to transparency dashboards; o Approve requisitions, and follow up on purchase orders and payment requests in UNDP Quantum and other relevant systems, and ensure monthly delivery of the project's programmatic outputs; o Prepare work plans, produce timely reports – financial and programmatic progress reports – as required by UNDP and donor reporting systems; o Ensure that UNDP rules and regulations concerning finance, procurement and human resources are adhered to; o Facilitate an environment of continuous learning and knowledge sharing within the project. • Project Planning, Implementation, Monitoring and Evaluation: o Develop the necessary strategic documents concerning project planning and implementation, such as policy papers, concept notes, etc.; o Provide strategic advice, direction and direct technical input to the UNDP Country Office and Effective Governance Cluster on the project's thematic domain; o Ensure programme assessments are undertaken and relevant baseline data collected so programme monitoring and evaluation can take place; o Oversee the establishment of the monitoring and evaluation plan of the Project and ensure its implementation; o Guide the development of the project's communication strategy in close collaboration with relevant partners; o Ensure integration and mainstreaming of gender equality throughout the project's outputs and activities; o Ensure that project contributes to the promotion of gender equality by reaching, involving and benefiting both women and men in its activities (gender mainstreaming); o Ensure proper delivery of technical services and submission of technical and other reports both by project staff and short-term consultants; o Ensure participation and involvement of relevant stakeholders in the project's implementation in a transparent, gender-friendly and inclusive manner; o Ensure proper coordination of the project's work with the national implementation partners and other stakeholders; o Ensure sustainability of the project intervention by promoting leadership and ownership of the project implementation by government and through proper capacity building; o Ensure the timeliness and quality of the outputs as well as timely preparation of reports on achievements and challenges faced within the project; o Ensure delivery of resources and results according to planned targets; o Ensure compliance with donor agreements; o Promote identification and synthesis of best practices and lessons learned for organizational sharing and learning. • Advocacy, Partnerships and Resource Mobilization: o Establish and maintain partnerships with all project stakeholders (government, donors, development partners, CSOs, etc.); o Support the UNDP Country Office in mobilization of resources from potential donors, including preparation of strategies, programme briefs and project documents, organization of regular donor meetings and field visits; o Work closely with the Effective Governance Cluster in identifying partnership strategies with regard to providers of specialized expertise and possible co-financiers, resource mobilization, and implementing possible synergies with donors funded projects; o Cooperate with donors, project partners, suppliers and beneficiaries when needed, prepare timely reports of project progress in line with UNDP and donor requirements; o Extract lessons learned to support project improvement and feed into UNDP programming knowledge globally (facilitate knowledge building and sharing); o Provide leadership and advocate to address policy related issues and other challenges. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization. Institutional Arrangement The Project Specialist will work under direct supervision of the UNDP Effective Governance Cluster Team Leader and in close collaboration with the National Project Coordinator. The Project Specialist closely collaborates with the national partners, other UNDP projects, UNDP CO programme and operations units to exchange information and ensure consistent service delivery and undertake day-to-day responsibility for operational and thematic support services for the satisfactory achievement of the assigned tasks. |

Professional requirements |
Education: • Masters' Degree in Business Administration, Information Technologies, Law, Public Policy, International Relations, Social Sciences or other related fields is required, OR; • Bachelor´s Degree in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master's degree.
Experience: • Minimum of 5 (five) years of work experience (with Master's Degree) or 7 (seven) years of work experience (with Bachelor's Degree) in public service delivery, digitalization, e-governance, public administration, rule of law, or relevant field.
Required Skills: • At least 2 years of demonstrable project/programme management experience. • Strong knowledge of the current public sector reform issues and challenges in Uzbekistan. • Solid understanding of public service delivery and digitalization policies, tools, approaches and standards.
Desired Skills: • Work experience in any development organizations. • Ability to use information and communication technology as a tool and resource.
Required Languages: • Fluency in English and in Uzbek is required. • Good command of Russian is desirable. |
