Background: The Global Food Systems, Land-Use and Restoration (FOLUR) Impact Program (IP) aims to promote sustainable integrated landscapes and efficient food value chains at scale. This initiative targets the transformation of global food systems to become positive contributors to planetary health, biodiversity, and ecological function. The FOLUR Impact Program, supported by a significant financial commitment from the Global Environment Facility (GEF) and co-financing partners, will be implemented across 27 countries with a focus on sustainable integrated landscapes and agricultural commodity value chains.
Within this framework, Component 3 of the FOLUR Project in Uzbekistan addresses the "Conservation & Restoration of Natural Habitat." This component aims to enhance conservation and restoration of high nature value ecosystems/habitats within production landscapes, ultimately improving ecosystem services that support agriculture in an equitable and sustainable manner.
Objectives
The Conservation Agriculture Experts will be responsible for:
• Designing and implementing Farmer Field Schools (FFS) and Agro-Pastoral Field Schools (APFS) to train local farmers and community members on sustainable agricultural practices.
• Facilitating the adoption of Sustainable Land Management (SLM) and Conservation Agriculture (CA) techniques to restore degraded lands and enhance ecosystem services.
• Providing technical support, training, and mentoring to participants to ensure effective knowledge transfer and implementation of sustainable agricultural practices.
Scope of Work
The Conservation Agriculture Experts will carry out the following tasks:
a) Farmer Field Schools (FFS) and Agro-Pastoral Field Schools (APFS):
• Establish and coordinate FFS and APFS in the target districts.
• Develop training curricula and materials focused on conservation agriculture, sustainable land management, and agroecological practices.
• Conduct practical training on plant identification, seed collection, soil fertility management, water harvesting, agroforestry, crop diversification, and integrated pest management.
• Train farmers and community members on sustainable grazing practices, pasture management, and agro-pastoral systems.
Sustainable Land Management (SLM) and Conservation Agriculture (CA):
• Promote CA practices such as minimum tillage, crop rotation, cover cropping, and integrated nutrient management.
• Support the establishment of community nurseries for the multiplication of native species, fruit trees, and agroforestry species.
• Facilitate land restoration activities, including reforestation, pastureland rehabilitation, soil conservation techniques, and establishment of shelterbelts.
• Promote water conservation practices and efficient irrigation methods to enhance water use efficiency.
Capacity Building and Knowledge Sharing:
• Conduct training-of-trainers (ToT) sessions to build the capacity of local facilitators and extension agents.
• Develop training manuals, guidelines, and resource materials for FFS, APFS, and SLM practices.
• Organize field demonstrations, farmer exchange visits, and workshops to share best practices and successful models of CA and SLM.
• Provide mentoring and coaching to participants and monitor the adoption of CA and SLM practices.

Monitoring and Evaluation:
• Support the establishment of a monitoring and evaluation (M&E) framework to assess the impact of FFS, APFS, and CA practices.
• Conduct regular field visits to monitor the progress of activities, identify challenges, and provide technical guidance.
• Document lessons learned, success stories, and best practices for wider dissemination.
Collaboration with other Experts within the FOLUR Project:
• Collaborates with Data Management Expert (M&E) responsible for Component 4 (monitoring and evaluation) to measure project impact.
• Collaborates with National Consultants for workshops and FFS.
• Collaborates with ILM Planning Experts for integrating sustainable agricultural practices into land-use planning.
• Collaborates with Knowledge Management Expert (Communications/Advocacy) for document and promote project results, to gather data, case studies, and outputs from different components for communication and advocacy purposes.
• If actual issues related to the effective achievement of project goals are identified, Conservation Agriculture Expert (Farmer Field Schools, Agro-Pastoral Field Schools, Sustainable Land Management) collaborates with all Experts of the FOLUR Project.

Expected Outputs and Responsibilities of the Conservation Agriculture (CA) Expert across 4 components of the FOLUR project

Component 1: Integrated Landscape Management (ILM) for Sustainable Wheat Systems

Output 1.1: Integrated landscape management plans that incorporate conservation agriculture principles for sustainable wheat production.
Output 1.2: Capacity building initiatives for stakeholders, including farmers, on conservation agriculture practices and sustainable land management.
Output 1.3: Policy briefs advocating for the integration of CA practices into national ILM strategies.

Responsibilities

Develop and implement conservation agriculture strategies that enhance sustainable wheat production within the ILM framework.
Facilitate training sessions and workshops for farmers and local stakeholders on the benefits and practices of conservation agriculture.
Collaborate with policymakers to ensure that conservation agriculture is included in national landscape management policies and frameworks.

Component 2: Promotion of Sustainable Food Production and Responsible Commodity Value Chains

Output 2.1: Demonstration plots showcasing conservation agriculture practices, including crop rotation, cover cropping, and minimal tillage.
Output 2.2: Training programs designed to enhance farmers' knowledge and skills in sustainable farming practices.
Output 2.3: Increased adoption of conservation agriculture techniques among local farmers, particularly in wheat production.

Responsibilities:

Oversee the establishment of demonstration plots to showcase effective conservation agriculture techniques to local farmers.
Develop training materials and conduct Farmer Field Schools (FFS) that focus on conservation agriculture and its benefits for sustainable food production.
Monitor and evaluate the adoption rates of conservation agriculture practices among farmers, providing feedback and support as needed.

Component 3: Conservation and Restoration of Natural Habitats

Output 3.1: Implementation of conservation agriculture practices that promote habitat restoration and biodiversity conservation.
Output 3.2: Engagement of local communities in conservation efforts through participatory approaches and knowledge sharing.
Output 3.3: Models developed for sustainable land use that demonstrate the synergy between conservation agriculture and habitat restoration.

Responsibilities:

Collaborate with environmental experts to integrate conservation agriculture practices that support the restoration of natural habitats.
Conduct community workshops to engage local stakeholders in conservation initiatives and promote awareness of the benefits of CA for biodiversity.
Develop case studies highlighting successful integration of conservation agriculture and habitat restoration efforts.

Component 4: Knowledge Management, Monitoring, and Evaluation

Output 4.1: Gender sensitive indicators related to conservation agriculture incorporated into the project's monitoring and evaluation framework.
Output 4.2: Knowledge products developed to disseminate best practices and lessons learned regarding conservation agriculture.
Output 4.3: Regular reports documenting the impact of conservation agriculture practices on food production and ecosystem health.

Responsibilities:
Work with the Monitoring and Evaluation (M&E) team to establish gender sensitive indicators that track the effectiveness of conservation agriculture interventions.
Prepare knowledge products, such as reports and presentations, to share findings from conservation agriculture practices and their impacts on sustainable agriculture.
Participate in knowledge sharing events to disseminate experiences and successful practices in conservation agriculture
within the context of the FOLUR project.
Expected Outputs

Deliverables
• Training Curriculum and Materials: Develop comprehensive training curricula and manuals for FFS, APFS, and SLM practices.
• Establishment of FFS/APFS: Set up and coordinate at least 10 FFS and APFS in the target districts, with at least 300 participants (50% women).
• Capacity Building Reports: Provide monthly progress reports on training activities, including participant attendance, training outcomes, and challenges.
• Technical Guidelines: Develop technical guidelines on CA, SLM, agroforestry, and pasture management.
• Knowledge Sharing: Organize at least two field days, workshops, and exchange visits to share experiences and promote knowledge exchange.
• Monitoring and Evaluation Reports: Submit regular M&E reports assessing the adoption and impact of CA and SLM practices.

Global oziq-ovqat tizimlari, yerdan foydalanish va qayta tiklash (FOLUR) ta'sir dasturi (IP) barqaror integratsiyalangan landshaftlar va samarali oziq-ovqat qiymati zanjirlarini keng miqyosda targ'ib qilishga qaratilgan. Ushbu tashabbus global salomatlik, biologik xilma-xillik va ekologik funktsiyaga ijobiy hissa qo'shish uchun global oziq-ovqat tizimlarini o'zgartirishga qaratilgan. Global ekologik fond (GEF) va hamkorlar tomonidan qo'llab-quvvatlanadigan FOLUR ta'sir dasturi barqaror integratsiyalangan landshaftlar va qishloq xo'jaligi tovarlari qiymati zanjirlariga e'tibor qaratgan holda 27 mamlakatda amalga oshiriladi.
O'zbekistonda FOLUR loyihasining 3-komponenti "Tabiiy yashash muhitini saqlash va tiklash"ga yo'naltirilgan. Ushbu komponent yuqori tabiiy qiymatga ega ekotizimlarni/yashash joylarini saqlash va tiklashni kuchaytirishga, natijada qishloq xo'jaligini adolatli va barqaror tarzda qo'llab-quvvatlovchi ekotizim xizmatlarini yaxshilashga qaratilgan.
Maqsadlar:
Qishloq xo'jaligini muhofaza qilish bo'yicha mutaxassis loyiha dirasida quyidagilar uchun javobgar bo'ladi:
• Mahalliy fermerlar va jamiyat a'zolarini barqaror qishloq xo'jaligi amaliyotiga o'rgatish uchun fermer dala maktablari (FFS) va agro-yaylov dala maktablarini (APFS) loyihalash va tashkil etilgan mumaktablarni ish jarayonlarini amalga oshirish.
• Degradatsiyaga uchragan yerlarni tiklash va ekotizim xizmatlarini yaxshilash uchun Barqaror yer boshqaruvi (BYB) va qishloq xo'jaligini saqlash (QS) usullarini qabul qilishga ko'maklashish.
• Barqaror qishloq xo'jaligi amaliyotlarini samarali tarzda o'tkazish va joriy etishni ta'minlash uchun ishtirokchilarga texnik yordam ko'rsatish, o'qitish va maslahat berish.
Asosiy qilinadigan ishlar ro'yxati:
Qishloq xo'jaligini muhofaza qilish bo'yicha mutaxassis quyidagi vazifalarni bajaradi:
a) Fermer dala maktablari (FFS) va agro-pastoral dala maktablari (APFS):
• Loyiha doirasida belgilangan tumanlarda Fermer dala maktablari FFS va agro-pastoral dala maktablari APFSni tashkil etish va muvofiqlashtirish.
• Qishloq xo'jaligini muhofaza qilish, yerni barqaror boshqarish va agroekologik amaliyotlarga yo'naltirilgan o'quv dasturlari va materiallarini ishlab chiqish.
• O'simliklarni identifikatsiyalash, urug'larni yig'ish, tuproq unumdorligini boshqarish, suv yig'ish, agroo'rmonchilik, ekinlarni diversifikatsiya qilish va zararkunandalarga qarshi kompleks kurash bo'yicha amaliy mashg'ulotlar o'tkazish.
• Fermerlar va jamiyat a'zolarini barqaror yaylov amaliyotlari, yaylovlarni boshqarish va agro-yaylov tizimlariga o'rgatish.
Barqaror yer boshqaruvi (SLM) va qishloq xo'jaligini saqlash (QS):
• Minimal ishlov berish, almashlab ekish, qoplama ekish va ozuqa moddalarini kompleks boshqarish kabi qishloq xo'jaligini saqlash (QS) amaliyotlarini targ'ib qilish.
• Mahalliy o'simlik turlarini, mevali daraxtlar va agrooʻrmon xoʻjaligi turlarini koʻpaytirish uchun jamoa koʻchatzorlarini (pitomnik) tashkil etishni qoʻllab-quvvatlash.
• O'rmonlarni qayta tiklash, yaylovlarni qayta tiklash, tuproqni saqlash texnikasi va himoya chiziqlarini yaratishni o'z ichiga olgan yerlarni tiklash bo'yicha tadbirlarga ko'maklashish.
• Suvdan foydalanish samaradorligini oshirish uchun suvni tejash amaliyotini va samarali sug'orish usullarini targ'ib qilish.
Salohiyatni oshirish va bilim almashish:
• Mahalliy fasilitatorlar va ma'lumot tarqatuvchi mutaxassislar salohiyatini oshirish uchun trenerlarni tayyorlash (TTM) mashg'ulotlarini o'tkazish.
• Fermer dala maktablari (FFS), agro-yaylov dala maktablarini (APFS) va barqaror yer boshqaruvi (BYB) amaliyotlari uchun o'quv qo'llanmalari, yo'riqnomalari va resurs materiallarini ishlab chiqish.
• Qishloq xo'jaligini saqlash (QS) va barqaror yer boshqaruvi (BYB) ning ilg'or tajribalari va muvaffaqiyatli modellarini almashish uchun dala namoyishlari, fermerlar almashinuvi tashriflari va seminarlar tashkil etish.
• Ishtirokchilarga ustozlik va murabbiylik qilish hamda qishloq xo'jaligini saqlash (QS) va barqaror yer boshqaruvi (BYB) amaliyotlarini adaptatsiya jarayonini nazorat qilish.
Monitoring va baholash:
• Fermer dala maktablari (FFS), agro-yaylov dala maktablarini (APFS) va Qishloq xo'jaligini saqlash (QS) amaliyotlarining ta'sirini baholash uchun monitoring va baholash (M&B) tizimini yaratishni qo'llab-quvvatlash.
• Faoliyatning borishini nazorat qilish, muammolarni aniqlash va texnik ko'rsatmalar berish uchun muntazam ravishda joylarga tashrif buyurish.
• Olingan saboqlar, muvaffaqiyat hikoyalari va eng yaxshi tajribalarni keng tarqatish maqsadida hujjatlashtirish.

FOLUR loyihasi doirasida boshqa ekspertlar bilan hamkorlik:

• Loyiha ta'sirini baholash uchun 4-komponent (monitoring va baholash) uchun mas'ul Ma'lumotlarni boshqarish bo'yicha ekspert (M&E) bilan hamkorlik qiladi.
• Seminarlar va Fermer dala maktablari (FFS) uchun Milliy maslahatchilar bilan hamkorlik qiladi.
• Barqaror qishloq xo'jaligi amaliyotlarini yerdan foydalanishni rejalashtirishga integratsiya qilish uchun integratsiyalashgan landshaft boshqaruvi (ILB) rejalashtirish bo'yicha ekspertlar bilan hamkorlik qiladi.
• Loyiha natijalarini hujjatlashtirish va targ'ib qilish, muloqot va targ'ibot maqsadlarida turli komponentlardan ma'lumotlar, amaliy tadqiqotlar va natijalarni to'plash uchun Bilimlarni boshqarish bo'yicha ekspert (aloqa/targ'ibot) bilan hamkorlik qiladi.
• Agar loyiha maqsadlariga samarali erishish bilan bog'liq dolzarb masalalar aniqlansa, qishloq xo'jaligini muhofaza qilish bo'yicha ekspert (fermer dala maktablari, agro-yaylov maktablari, barqaror yerlarni boshqarish) FOLUR loyihasining barcha ekspertlari bilan hamkorlik qiladi.

FOLUR loyihasining 4 ta komponenti boʻyicha qishloq xoʻjaligini muhofaza qilish boʻyicha ekspertning kutilayotgan natijalari va qilinadigan ishlar ro'yxati

Komponent 1: Barqaror bug'doy tizimlari uchun integratsiyalashgan landshaft boshqaruvi (ILB).

Natija 2.1: Qishloq xo'jaligini saqlash amaliyotlarini, jumladan almashlab ekish, qoplama ekinlarni ekish va minimal ishlov berishni namoyish etish.
Natija 2.2: Fermerlarning barqaror dehqonchilik amaliyotlari bo'yicha bilim va ko'nikmalarini darajasini oshirishga mo'ljallangan o'quv dasturlari.
Natija 2.3: Mahalliy fermerlar, xususan, bug'doy yetishtirishda qishloq xo'jaligini saqlash texnikasini keng miqiyosdagi adaptatsiyasi.

Natija 3.1: Yashash muhitini tiklash va biologik xilma-xillikni saqlashga yordam beruvchi qishloq xo'jaligini muhofaza qilish amaliyotlarini amalga oshirish.
Natija 3.2: Hamkorlik yo'li bilan va bilim almashish orqali tabiatni muhofaza qilish ishlariga mahalliy jamiyatlarni jalb qilish.
Natija 3.3: Qishloq xo'jaligini muhofaza qilish amaliyotlarini va yashash muhitini tiklash orasidagi uyg'unligini aks ettiradigan yerdan barqaror foydalanish modellari ishlab chiqariladi.

Qilinadigan ishlar ro'yxati:

Tabiiy yashash joylarini tiklashni qo'llab-quvvatlovchi qishloq xo'jaligini muhofaza qilish amaliyotlarini tadbiq etishdagi atrof-muhitni himoya qilish bo'yicha mutaxassislar bilan hamkorlik qilish.
Mahalliy manfaatdor tomonlarni tabiatni muhofaza qilish tashabbuslariga jalb qilish va qishloq xo'jaligini saqlash (QS) amaliyotlarining biologik xilma-xillik foydalari haqida bilimlarini oshirish uchun jamoatchilikga o'quv seminarlarini tashkil qilish.
Qishloq xo'jaligini muhofaza qilish amaliyotlarini va yashash joylarini tiklash bo'yicha tadbirlarining muvaffaqiyatli integratsiyasini namoyish etadigan amaliyotni ishlab chiqish.

Komponent 4: Bilimlarni boshqarish, monitoring va baholash

Natija 4.1: Qishloq xo'jaligini muhofaza qilish amaliyoti bilan bog'liq gender masalalari ko'rsatkichlar loyihaning monitoring va baholash tizimiga kiritilishi.
Natija 4.2: Qishloq xo'jaligini muhofaza qilish amaliyotlari bo'yicha ilg'or tajriba va o'rganilgan saboqlarni tarqatish uchun ishlab chiqilgan mahsulotlar.
Natija 4.3: Qishloq xo'jaligini saqlash amaliyotining oziq-ovqat ishlab chiqarish va ekotizim salomatligiga ta'sirini hujjatlashtiruvchi muntazam hisobotlar.

Qilinadigan ishlar ro'yxati:

Qishloq xo'jaligini muhofaza qilish tadbirlari samaradorligini kuzatuvchi gender ko'rsatkichlarni yaratish uchun Monitoring va Baholash (M&E) guruhi bilan ishlash.

Education:

Experience:
• At least 10 years of experience in implementing Conservation Agriculture, Sustainable Land Management, or Agro-Pastoral systems.
• Proven experience in establishing and managing Farmer Field Schools (FFS) and Agro-Pastoral Field Schools (APFS).
• Experience in training and capacity building of farmers, community members, and extension agents.
• Strong knowledge of ecosystem restoration, agroforestry, sustainable water management, and pasture management.
• Experience working in rural development projects, particularly in Central Asia or similar contexts, is an advantage.
• Proficient in using Microsoft Office Suite (Word, Excel, PowerPoint) and data analysis software.
• Fluency in Uzbek is required; knowledge of English is an advantage, (Knowledge of Russian language can be considered).
Competencies:
